Senior Aviation Advisor, PSC, Islamabad, Pakistan Issuance Date: 10/22/2013 Closing Date: 11/22/2013 SOLICITATION NUMBER: PSC-14-009-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The U.S. Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A) provides planning, operational and logistical support and contract oversight for the INL/Government of Pakistan (GOP) border patrol aviation support program. The INL/A performs this mission using a fleet of fixed and rotary wing aircraft, aviation support contractor employees, and host nation border patrol personnel operating along the Afghanistan-Pakistan border. The INL/A Director manages the program through subordinate supervisors, as well as through formal policies, procedures, and reporting requirements. The Office of Aviation is primarily responsible for the curtailment of the supply of illegal drugs from foreign sources into the United States through interdiction of refining laboratories, detection of trafficking activities, and other enforcement operations as directed by the Secretary. Purpose: This personal services contract (PSC) provides for a Senior Aviation Advisor (SAA) for the INL/A program in Pakistan. The SAA serves as the in-country advisor, responsible to the U.S. Ambassador for providing program implementation, direction and execution oversight in support of host nation border patrol aviation support efforts. Duties and Responsibilites: 1. Provide oversight and evaluation of contractor operations. Oversight includes, but is not limited to, ensuring compliance with INL/A policies/procedures/directives, reviewing and recommending approval of waivers to published directives, authorizing use of INL/A aircraft, reviewing contractor maintenance and flight operations procedures, and monitoring contractor and host nation maintainer and aircrew proficiency. 2. Submit weekly written reports of the contractor's performance and activities to INL/A, and provides comprehensive monthly award fee input to the COR regarding contractor performance related to the GOP Border Security Aviation Unit. 3. Direct and coordinate aircraft and deployments within Pakistan for the purpose of intercepting illegal immigrants and drug shipments through aerial interdiction, and provides the GOP Border Patrol Aviation Unit, aviation training and support for the institutionalization of the program. 4. Develop, coordinate, organize, and implement comprehensive operational systems and procedures for INL/A and GOP Border Security Aviation Unit. These operational systems and procedures include, but are not limited to, DoS Aircrew Training Program, DoS Aviation Operations Directives, DoS Guide to Aviation Training and Standardization, DoS Aircrew Training Manuals, INL/A Standard Operating Procedures for operations in Pakistan, and Deployment Operations procedures in support of the GOP Border Security operations throughout Pakistan. 5. Develop operational tactics and new training procedures (through the contractor and INL/A training/standardization staff) for the purpose of enhancing aerial interdiction operations. These tactics and procedures include, but are not limited to, Night Vision Goggle (NVG) operations and tactics, as well as helicopter escort tactics/rules of engagement/aerial gunnery in support of the Border Security mission in Pakistan. 6. Provide operational direction and guidance to the contractor and GOP Border Security Aviation Unit for the purpose of intercepting the flow of illegal drugs and individuals into Pakistan. This includes, but is not limited to, planning and coordination with U.S. DoD, DoS, DEA, Customs, other federal agencies, and host nation military/law enforcement bodies. 7. Provide direction and oversight in regard to contractor and GOP Border Patrol Aviation Unit training and standardization. Implements DoS INL/A flight regulations, aviation training and standardization, maintenance training and standardization and aircrew training programs. Oversees the GOP Border Security Aviation Unit aircrew and maintenance standardization program. 8. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the GOP Border Security Aviation Unit and Office of Aviation missions. Maintains constant liaison with the Office of Aviation, U.S. Department of Defense, U.S. Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to INL/A operations. 9. Provide both technical and operational oversight to the GOP Border Security Aviation Unit staff, and technical direction and management to contractor employees. 10. Plan work, set and negotiate deadlines or completion dates, reviewing final work for acceptance. Give assignments based on work priorities, difficulty of tasks and capabilities of employees. Give advice and instruction to employees on both physical and administrative matters. Identify developmental and training needs, find ways to improve the quality of work, and develops overall performance standards for both USG and contractor personnel. Relationships: The incumbent works under the direct supervision of the NAS Director, however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The SAA may coordinate directly with the Office of Aviation and the US Embassy for the purposes of this program. Completed work is reviewed for timeliness and effectiveness. Complexity: This position involves analyzing of all facets of aviation program management, and involves a fleet of fixed-wing and rotary-wing tactical/transport aircraft, which function within an integrated program of diverse border surveillance and counter-narcotics missions. Missions include aerial interdiction, forward area aerial resupply, replenishment, sustainment, and extensive host nation aviation training. The incumbent must apply specialized and professional knowledge to supervise the aviation support contractor and GOP Border Patrol Aviation Unit personnel, operating in Pakistan and at multiple forward operating locations. The incumbent oversees multi-national/multi-cultural training programs, as well as plans, policies, and procedures for the Office of Aviation. In addition, the individual coordinates recommendations from staff officers and consults with the INL/A Director, Director of Operations and Director of Maintenance regarding ongoing projects. Provides guidance to contractor, and GOP Border Security Aviation Unit, overseeing the overall implementation of the program. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the INL/A program, in order to improve the efficiency of aviation support operations and flight safety in support of the counter-narcotics mission. Scope and Effectiveness: The incumbent will perform broad and extensive duties spanning the full range of aviation operations and contract oversight in support of the aviation mission. The incumbent will coordinate issues with a wide range of embassy officials. Minimum Qualifications: 1. U.S. citizen able to obtain/maintain DOS Secret and medical clearances. 2. In-depth knowledge of Aviation Aircrew Training and Standardization Programs to include: operating directives, training and standardization publications, aircrew training manuals, maintenance training programs and related documents. 3. Knowledge of U.S. Federal Aviation Administration regulations including, but not limited to, FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 4. In-depth knowledge of the tactical employment of fixed and rotary-wing aircraft in border surveillance and counter-narcotics aviation operations. Includes capabilities, limitations and techniques of employment of aircraft used by the Office of Aviation. 5. Experience performing oversight of aircraft operations and training and standardization of aircrew and maintenance personnel, the tactical employment of aircraft in a high-threat environment, as well as the deployment of aircraft to OCONUS locations. 6. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level maintenance and flight training activities. 7. Basic knowledge of command communications, government intelligence procedures, maintenance and flight operations procedures. 8. Knowledge of and skill in operation of desk top computer based word processing systems. 9. Ability to obtain/maintain the Contracting Officers Representative (COR) course through the Foreign Service Institute (FSI) within 120 days of arrival at Post. 10. Prefered Knowledge and Skills: Knowledge of U.S. Government contract administration procedures Evaluation Criteria: Factor 1 Contract Oversight - 15% a. Demonstrated ability to perform oversight and evaluation of contractor operations, to include ensuring compliance with INL/A policies/procedures/directives, reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. b. Prepare and coordinate periodic reports, both orally and in writing. Factor 2. Direct and Coordinate Actions - 20% a. Demonstrated ability to direct and coordinate aircraft and personnel deployments within Pakistan for the purpose of intercepting illegal immigrant and drug shipments through aerial interdiction, and provide the GOP Border Security Aviation Unit aviation training and support for the institutionalization program. b. Demonstrated ability to develop, coordinate, organize, and implement comprehensive operational systems and procedures for INL/A and GOP Border Security Aviation Unit; including DOS Aircrew Training Program, Aviation Operations Directives, Guide to Aviation Training and Standardization, Aircrew Training Manuals, INL/A Standard Operating Procedures for operations in Pakistan, and Deployment Operations procedures in support of GOP Border Security Aviation Unit operations throughout Pakistan. c. Demonstrated ability to develop, coordinate, organize, and implement host nation training plans developing host nation aircrew, maintenance and logistical capabilities Factor 3. Develop Operational Tactics and Procedures - 20% a. Demonstrated ability to develop operational tactics and new training procedures b. Demonstrated ability to develop helicopter escort tactics/rules of engagement/aerial gunnery in support of the border patrol mission in Pakistan. Factor 4. Provide Direction and Planning 25% a. Demonstrated ability to provide operational direction and guidance to the contractor and GOP Border Patrol Aviation Unit operations activities and personnel for the purpose of interdicting the flow of illegal drugs and people into Pakistan. b. Demonstrated ability to perform planning and coordination with U.S. Department of Defense, Department of State, Drug Enforcement Agency, Customs, other federal agencies, and host nation military/law enforcement agencies for the purpose of intercepting illegal drug shipments and illegal immigration through aerial interdiction operations. Factor 5. Experience/Past Performance - 25% Offeror's previous experience and quality of performance. Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.
