Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to Virginia Commonwealth University, 912 W. Franklin St, Richmond VA 23284-9040. This procurement will be to acquire gene array analysis of xenon, krypton, and hypobaric modifications in gene transcription following modifications in noble gas backgrounds. This effort will support the Navy Experimental Diving Unit (NEDU) which has a continuing requirement to elucidate the electrophysiological molecular mechanisms responsible for noble gas narcosis and high pressure nervous syndrome. VCU will provide the development, testing, and procurement of equipment that could improve those essential capabilities. This effort is sole source for the following reasons. This analysis will allow for quantification of variations in bone formation in an excepted bone model following modifications in background noble gases. Dr. Minho Kang, of Virginia Commonwealth University, is a recognized expert in molecular biology and is currently involved with the project. He is the only source that currently has samples directly related to the project that would require significant Government cost to replicate. Dr. Kang is a Co-Author in the project and is directly responsible for integration with the MCV-VCU core facility as he is a MCV-VCU faculty member. Additionally, this contract effort is a direct follow-on to contract N0463A-12-P-0065. This is a follow-on contract for the continued provision of highly specialized services within the meaning of FAR 6.302-1(a)(2)(iii). There are no other possible sources that can satisfy this requirement without substantial duplication of cost as well as significant schedule and technical risk to the Government. NAICS Code 541711 applies. FSC Code AN12. Size Standard is 500 employees. The closing date for this RFQ is 10/29/13. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database.
