- Amendment 0001 This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and 13 as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotations (RFQ) under solicitation number RFQ-PA-13-00031 Award will be made using Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The associated North American Industrial Classification (NAICS) code is 811219 and the business size standard is $19.0 million. Performance Work Statement Overview of Requirement: The United States Environmental Protection Agency (EPA) requires a service maintenance agreement for the LECO TOF-MS Pegasus 4D and associated components. The Contractor shall furnish the necessary personnel, replacement parts, consumables, travel, materials, equipment, services and facilities, except as otherwise specified herein, and otherwise perform all activities necessary for, or incidental to, the performance of the work set forth in the requirements for the maintenance of a LECO TOF-MS Pegasus 4D, TOF-MS, Model 614-200-700, S/N 3393 and associated components located at the U.S. EPA Environmental Science Center, 701 Mapes Road in Fort Meade, MD. Technical Requirement: Contractor shall meet and maintain the following technical qualifications, capabilities, and services during the entire period of the contract: 1. A qualified provider with knowledge of LECO Pegasus 4D GC xGC-TOF MS Systems (must provide evidence of qualification of technician with quote.) 2. Experience with thermal modulators. 3. Ability to provide replacement parts as described in A.3. below. 4. Knowledge and experience servicing time-of-flight mass spectrometers 5. Ability to provide software updates for the instrument operating systems 6. Provide access to technical support as needed between 7AM-6:30PM Eastern Standard Time. A. Contractor Responsibilities 1. The Contractor shall provide telephone support which will be staffed by LECO trained and certified support chemists and technicians to provide technical advice and instructions by telephone within a maximum of four (4) business hours (7:00 AM to 6:30 PM (Monday -Friday, Eastern Standard Time, excluding federal holidays.) to answer questions and resolve any hardware and/or software problems encountered in analytical applications of the LECO TOF-MS Pegasus 4D. These questions and problems may involve a diagnosis of hardware and/or software malfunctions and assistance in proper interpretation and use of the software systems, including instructions on procedures to follow in using the software systems to properly acquire and record data from the instruments; to manipulate data; and to arrive at the qualitative and quantitative data reports as required. 2. The Contractor shall provide on-site remedial service, as defined herein, to ensure minimal down time. The on-site service response for remedial services shall be initiated within two to five business days of the initial service call placed with the Contractor's Service Representative. 3. The Contractor shall maintain, or have access to an inventory of replacement parts and such tools and instruments as are necessary to properly and efficiently maintain the LECO TOF-MS Pegasus 4D for the life of the contract. Replacement parts shall be delivered on-site within 24 hours or one business day following a request, or delivered directly to the Contractor. If a part cannot be replaced within 24 hours of the on-site visit, a loaner must be supplied. The contractor is responsible for proper disposal of removed parts for which replacement is made. Any replacement parts used during the course of the contract must be high quality parts recommended by the manufacturer. If the identical replacement part is no longer available, the substitute replacement part must be the currently available equivalent. New Equipment ONLY; NO remanufactured or "gray market" items shall be utilized as replacement parts. All items must be covered by the manufacturer's warranty. 4. The Contractor shall provide, install, and maintain updates of the data processing software, together with operating manuals (on-line or hard copy) describing and explaining the software and its applications. The Contractor shall also provide bulletins that identify and describe discovered defects and recommended work-arounds. The Contractor shall provide a cost-effective means for providing software support, such as licenses and monthly billing. The laboratory will require one (1) software support plan and one (1) license. 5. The Contractor shall perform annual preventive maintenance during each contract period as established by the contract. The EPA Project Officers will work with the contractor to schedule the preventive maintenance. 6. The Contractor shall provide the on-site services set forth above between 0900 and 1700 EST, Monday through Friday, excluding federal holidays. The Contractor shall not perform work under this contract unless Government personnel are present at the Government facility while the Contractor is performing the service. B. Reporting and Documentation Requirements Preventative Maintenance and Service Reports are required after any service is performed. These reports include problems reported, services rendered, labor, and parts/material delivered. C. Definitions 1. Preventive maintenance: includes cleaning, adjusting, inspecting and testing procedures designed to reduce product failure and/or extend useful product life. For time-of-flight mass spectrometer (TOFMS) systems, the Contractor shall: help to replace filaments if needed; check for evidence of mechanical pump oil leakage; drain and replace mechanical pump oil; replace the molecular sieve foreline trap material; and perform a system post-check consisting of pumping the TOFMS system back down, performing a leak check, and performing an Autotune. 2. Remedial Maintenance: includes the diagnosis and correction of equipment and/or software malfunctions and failures. Remedies may consist of temporary procedures to be followed by the Government while a permanent remedy is being sought. Remedial maintenance shall commence during coverage hours until the equipment is fully operational. The additional parts and/or personnel shall be available within 24 hours. The EPA Project Officers are authorized to request the Contractor to perform remedial maintenance. 3. USEPA Project Officer: Eric Graybill Deputy Project Officer: John Curry D. Exclusions Remedial maintenance and preventive maintenance service do not include repair to the facility, electrical work or ventilation exhaust equipment external to the equipment, maintenance of accessories, attachments or other items not specified in the contract and remedial maintenance due to facility inadequacies unless refinishing the equipment or furnishing materials covered under this statement of work. The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor's failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price. PERIOD OF PERFORMANCE: Base Period: Date of award for a period of 1 year. Option Period 1: One year from the date of the expiration of the base period. The actual dates for the period of performnce will be established by the Government at time of award. The Government will award a contract resulting from this solicitation to the lowest priced technically acceptable quote conforming to the solicitation. The Government intends to award on an all or none basis. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
