- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. W912EE-14-T-0002 is being issued as a Request For Quote (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-53. The NAICS Code for this procurement is 326220 (SIC 3052) with a size standard of 500 employees. This requirement is set aside 100% Small Business concerns. The USACE, Vicksburg District has a requirement to purchase a minimum of 35, but not more than 50, 50 ft sections of 12 inch diameter pump discharge hose for our PTO driven pumps as described in the specifications. The price shall include delivery. SPECIFICATION FOR PURCHASE OF PUMP DISCHARGE HOSES I. DESCRIPTION/SPECIFICATIONS 1. SCOPE OF WORK: The Vicksburg District is looking to purchase a minimum of 35, but not more than 50, 50 ft sections of 12 inch diameter pump discharge hose for our PTO driven pumps. 1a. QUANTITY: Prior to award, the Government reserves the right to increase the final delivered quantity depending on the unit price and available funding. The Government expects to purchase a minimum of 35 but not more than 50 hoses. 2. QUALITY REQUIREMENTS: 2.a Each 50 ft section must be heavy duty 2 ply material with a rubber reinforced outer covering. 2.b Each 50 ft section shall have a total weight of not less than 120 lbs and no more than 190 lbs. 2.c Each section must have a male end and a flared female end with either slip ring couplings, ring quick couplers or ring and cuff ends attached to each end of the hose so that no additional couplings, fittings, or clamps are required to attach sections of hose together. 2.d Each section of hose must have a working pressure of not less than 40 psi and a burst pressure of not less than 120 psi II. INSPECTION AND ACCEPTANCE 1. GENERAL: The inspection and acceptance procedures specified herein set forth a general policy that only the supplies meeting the requirements of this purchase order will be accepted. 2. UNSATISFACTORY MATERIAL: Any material delivered that is found not to be in compliance with these specifications shall be promptly removed by the Supplier at his/her own expense. III. DELIVERY OR PERFORMANCE: 1.COORDINATION OF DELIVERIES: The Supplier shall contact Mr. Gordon Watkins, 24 hours prior to delivery, for the purpose of coordinating delivery activities. Delivery is to be made prior to January 31, 2014, Monday - Friday between the hours of 0700 -1400. 2. DELIVERY LOCATION: USACE Attn: Gordon Watkins, CEMVK-EM 2449 Haining Rd Vicksburg, MS 39183 601-631-7222 Evaluation Criteria. Requirement shall be awarded to the lowest price technically acceptable offeror. The offer shall be evaluated according to technical acceptability and price. Technical Acceptability - the ability to meet the minimum requirements as specified in this solicitation. To be determined technically acceptable, quoters must provide technical specifications for the discharge hoses they are quoting.
