Description
The Bureau of Engraving and Printing (BEP) is issuing a Sources Sought Notice to determine if there are any Service Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), Women Owned Small Business (WOSB), 8(a), Historically Underutilized Business Zone (HUBZone), or Small Business (SB) to operate the Fort Worth BEP visitor center and provide tours. A draft Statement of Work (SOW) is attached. This is a request for planning purposes and information only, and does not constitute an invitation for bids, requests for proposals, quotes, or an indication that the Government will contract for the services contained in this notice. The Government will not reimburse recipients for any cost associated with the submission of the information being requested or reimburse expenses incurred to the interested parties for responses. Your response to this Request for Information (RFI) will be treated as information only. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their responses. No funds have been authorized or received for this effort. Summary of Work: The Contractor shall provide all labor, management, supervision, tools, transportation, supplies and materials to accomplish the requirement to operate a visitors' center and conduct tours of the BEP facility (see attached draft SOW). No formal solicitation document exists at this time. The proposed NAICS code is 561520 Tour Operators, and the business size standard is $19 million. Specifically, BEP is interested in companies that are able to perform the requirement as stated in the draft Performance Work Statement (PWS). Those interested are requested to provide a company profile of their ability to perform the draft SOW, including the name of the business, DUNs number, and responses to the specific questions listed below. 1) Are you able to provide certified, trained personnel and supervisors to administer first-aid, trained in CPR, and ensure that all certifications remain current, with documentation on file, which is viewable upon Government request, throughout the life of the contract? 2) Are you able to provide a staff person, or have a subcontractor available on-call within 2 business days as needed, who is Registry of Interpreters for the Deaf (RID) certified interpreter? 3) Are you able to provide visitors with safe and timely transportation services by Contractor-provided vehicles to and from the Transfer Station and Tour and Visitor Center? 4) Are you able to verify that transportation vehicles meet all local, state, and Federal certifications and are compliant with the Americans with Disabilities Act (ADA) with documentation on file and viewable upon Government request, throughout the life of the contract? 5) Are you able to verify that all Contractor transportation vehicle operators meet all qualifications for drivers, including physical qualifications as set forth by Federal, State, or Local Government, or subdivision thereof, or of any other duly constituted public authority? 6) Are you able to provide key personnel and staff persons capable of passing the High Risk full background check level of security investigations during the duration of the contract? 7) Are you able to provide key personnel in lead positions to serve under this contract to oversee the following three services: 1) tour operations, 2) retail sales operations, and 3) transportation operations? 8) What is your staffing contingency plan if/when key personnel and staff persons are remove from the contract for any reason (e.g., promotion, attrition, long term illness, impropriety, death, etc.) so as not to interrupt contract requirements? 9) Are there any requirements in the draft SOW that do not follow commercial practices or that would require your company to take an exception to this requirement? Please provide this information. 10) Please provide your business size and what percentage of work, if any, would be done by subcontractors. At this point in the procurement process the BEP is performing market research to determine the interest of SDVOSB, VOSB, HUBZone, 8(a), WOSB and SB. Only firms interested should send their information and/or capability statement to include addressing the questions above by email to William "Adrian" Brabson at; william.brabson@bep.gov no later than 10:00 am Eastern Time, November 5, 2013. No phone calls will be accepted. Information shall also include: Name of your Company, POC name, phone numbers, email address, SAM certification, and indicate the Socio-economic status i.e. SDVOSD, VOSB, HUBZone, 8(a), WOSB and/or Small Business, if claiming SDVOSB and VOSB please provide VetBiz certification.
