Description
ARCHITECT-ENGINEERING (A/E) DESIGN SERVICES: The WBJ Dorn VA Medical Center, Columbia, SC is seeking qualified A/E Firms to furnish professional services for four (4) projects. The VAMC intends to award four (4) separate projects. Respond to each project on a separate SF330. Project # 1 - Construct Clinic Addition - Track 3 Clinic Build. This purpose of this minor construction project is to design and construct a new clinical addition at the Columbia, SC VAMC. The project will construct a building that will increase the standard of care for our Veteran population. The intent of this project is to design and construct a new clinical building to reduce current space constraints for Primary Care and Specialty Medicine. Location of the facility shall be recommended by the A/E service. It is anticipated the new construction will result in the addition of 25,000 GSF to the Columbia, SC VAMC campus. The A/E service will be responsible for determining a space layout and arrangement. The VA anticipated location is east of Building 106. The estimated construction cost range for the project is approximately $9,800,000. Value engineering is encouraged and shall be noted at each design review. The project will include but is not limited to new construction of a 25,000 GSF clinical addition, HVAC and other utility work, interior finishes, utility coordination and site work. Design and construction shall adhere to all applicable VA standards and specifications. Construction may be phased to minimize disruptions to the operations of the Medical Center. The C&A requirements do not apply, and that a Security Accreditation Package is not required. Project # 2 - Upgrade Information Management Closets for Security. This project is to provide a design that gives adequate direction for the installation of Roof Safety Improvements to the southeast portion of the roof of Building 100 at the William Jennings Bryan Dorn VA Medical Center located in Columbia, SC. The design will provide Drawings and Specifications containing sufficient detail to direct work to complete the project. The design will provide Cost Estimates and Progress Schedules for all phases of work and construction tasks. Work items will include the renovation of 60 communication closets at the Columbia, SC VAMC to meet Information Management security requirements as outlined in VA Handbook 0730/1. Closets do not currently have physical barriers from ceiling to deck to prevent "up and over" access. Primary project work includes the installation of a suitable partition to mitigate security access deficiencies. Additional work items include the installation of motion detector systems per VA Handbook 0730/1 and any additional security requirements necessary to bring closets into full compliance with applicable VA guidelines and industry standards. The estimated construction cost range for the project is approximately $1,100,000. Secondary scope includes the survey, assessment, and remedial design of physical security deficiencies for communication closets located at six different Community Based Outpatient Clinics as well as the Greenville and Columbia Veteran Centers. The C&A requirements do not apply, and that a Security Accreditation Package is not required. Project # 3 - Correct Police and Security Service Space Deficiencies. This purpose of this minor construction project is to design and construct a new structure to house all required security functions in accordance with VA Space Planning Criteria Chapter 279 - VHA Police Service. This project will correct Columbia, SC VAMC Police Service space deficiencies. A/E shall provide full and complete new construction design and specifications as stated within the Supplement B document to provide the Columbia VA police with a turnkey building. Location of the facility shall be recommended by the A/E service. It is anticipated the new construction will result in the addition of 2,600 GSF to the Columbia, SC VAMC. The A/E service will be responsible for determining a space layout and arrangement. The estimated construction cost range for this project is approximately $1,500,000. Value engineering is encouraged and shall be noted at each design review. The project will include but is not limited to providing space improvements for VA police, HVAC and other utility upgrades, staff area improvements, interior finishes, utility coordination and site work. Construction may be phased to minimize disruptions to the operations of the Medical Center. The C&A requirements do not apply, and that a Security Accreditation Package is not required. Project # 4 - Renovate Surgical Intensive Care Unit. This project is to provide a design that gives adequate direction for the complete renovation of the second floor Surgical Intensive Care Unit (SICU) of Building 100 at the William Jennings Bryan Dorn VA Medical Center located in Columbia, SC. The design will provide Drawings and Specifications containing sufficient detail to direct work to complete the project. The estimated construction cost range for this project is approximately $3,350,000. The design will provide Cost Estimates and Progress Schedules for all phases of work and construction tasks. The SICU renovation design shall correct existing acute care gaps, maximize quality of care, and increase patient privacy. Specific work elements of the renovation include: updating the nurse call system, providing appropriate updated door handles, updated medical gas distribution system, updated VCT and tile flooring, and updated ceiling tile. The C&A requirements do not apply, and that a Security Accreditation Package is not required. Each project is 100% set aside for service-disabled veteran-owned small business (SDVOSB) concerns and the award of a firm fixed price for each project is anticipated. The NACIS code for these projects is 541310 and the applicable small business size standard is not more than $4.5 million in annual gross revenues averaged over the past three years. Interested parties shall ensure current state licensing, shall have current registration in the Central Contractor Registration (CCR) database at http://ccr.gov, verified as a SDVOSB in VetBiz information pages (VIP) at hrrp://vip.vetbiz.gov and reporting to VETS 100 program at https://vets100.dol.gov.vets100login.htm. SDVOSB verification is mandatory to be considered for award. Due to the requirement for site visits and coordination on design reviews, the area for consideration for this acquisition is restricted to A/E firms with an operating office located within a 120 mile radius of the WBJ Dorn VAMC, Columbia, SC. Interested firms shall submit four (4) copies of their SF 330 with appropriate documentation to the Atlanta VAMC, Attn: Phillip Braswell, Room GC-125, 1670 Clairmont Rd., Decatur, GA 30033 not later than 2:00 PM local time Tuesday, March 12, 2012. Forms are available on the internet at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?viewType=DETAIL&formld+21DBF5BF7E860FC185256E13005CAA6. The A/E selection criteria will include the following elements: management plan, past experience, professional qualifications, facility location, design approach, cost and schedule control, estimating effectiveness, experience and capabilities, awards received, circumstances and outcome of any litigation, type and amount of liability insurance and background of key personnel. Firms will be evaluated by an A/E evaluation board, scored and ranked according to score. The three (3) most qualified firms will be invited to interview with the evaluation/selection board and will be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. This is not a request for proposals and no materials will be issued and no solicitation package or bidder/plan holder list will be issued.
