- Presolicitation notice for P921 Unaccompanied Housing, Camp Lemonnier, Republic of Djibouti, Africa THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS PROCUREMENT WILL BE SOLICITED ON AN UNRESTRICTED BASIS. SOLICITATION DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL APPROXIMATELY 7 NOVEMBER 2013. Naval Facilities Engineering Command Atlantic (NAVFAC LANT) intends to issue a request for proposal (RFP) for a Design-Build contract for construction of P921 Unaccompanied Housing at Camp Lemonnier, Djibouti, Africa. This will be a full and open competitive procurement. The scope of work consists of the following: This project includes the construction of a 4,078 square meter (43,895 square foot) three-story building for use as a permanent-party military unaccompanied housing (UH). The building contains 65 units, each housing up to four persons for a total occupancy of 260 persons. The UH will be constructed at Camp Lemonnier in Djibouti, Africa. The building and site design shall be austere in design and comply with the most current Camp Lemonnier Master Plan and Installation Appearance Plan (IAP). The UH shall be designed and constructed to meet the requirements listed in the latest UFC 1-200-01 General Building Requirements and FC 4-721-10N Navy- Marine Corps Unaccompanied Housing. The contractor shall, at a minimum, review and comply with all applicable sections of FC 4-721-10N in general and Appendix E Austere Unaccompanied Housing in particular, unless otherwise noted in the Request for Proposal (RFP). Sustainable principles shall be included in the design, development and construction of the project. The project will meet the requirements for the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings (see UFC 1-200-02) and comply with Energy Policy Act of 2005. In addition to the 65 units, the building includes an entrance vestibule, interior corridors, laundry room on the ground floor, two centralized toilet/shower rooms on each floor, housekeeping/janitor closet(s), recycling space, enclosed stairs (one of which is required to extend to the roof), and facility support spaces including mechanical rooms, electrical rooms and telecommunications rooms as necessary to provide a complete and functional facility. Each austere bedroom unit includes a living/sleeping area for four persons at 26.75 square meters (288 square feet) net per unit (72 square feet per person). The unit dimensions are not fixed but must remain functional to accommodate four extra-long twin beds, two desks, two chairs and four wall lockers. There is no bathroom, service area or closets in the austere bedroom unit. See FC 4-721-10N for how to calculate the gross area of a module. Two centralized toilet/shower rooms shall be constructed on each floor. The first and second floor units and centralized toilet/shower facilities shall be for male personnel. The third floor units and centralized toilet/shower facilities shall be for female personnel. Mechanical systems include plumbing, fire protection, and heating, ventilation, and air conditioning (HVAC) systems. Electrical systems include information systems, cable TV, wiring for telephone and local area network (LAN) data, a building alarm system for fire and mass notification, lighting and power. Site improvements include water, sanitary sewer, electrical, communications, storm water drainage, grading, demolition of existing infrastructure, walkways and sidewalks, controlled vehicular access, utility corridors, fire protection access, bicycle racks, site lighting, site furniture, trash and recycling dumpsters and enclosures. The building site is located to the north of the P920 Bachelor Quarters project currently under construction. Other construction projects are underway in the area including roadway and infrastructure improvements in and around the building site. The Contractor shall coordinate with adjacent construction projects to minimize conflicts and impacts on recently completed work for both this project and the adjacent construction projects. The project will also include the following Bid Option: • Furniture, Fixtures & Equipment (FFE) The period of performance is anticipated to be approximately 660 calendar days after notice to proceed. This project will be awarded as a firm-fixed price contract. The Government reserves the right to enter into negotiations or limit the competitive range. The Design-Build budget amount is $20,047,000.00 This contract will require a Performance Bond pursuant to Federal Acquisition Regulation (FAR) 52.228-15, through an approved surety under the United States Treasury Department Circular 570. Based on the feasibility of a contractor to furnish a Performance Bond, offerors may provide a 10% Performance Guarantee, in accordance with NFAS 5252.228-9306, in lieu of a Performance Bond. Phase I RFP will be available for viewing and downloading on or about 7 November 2013. The proposal due date will be on or about 9 December 2013, 2:00 p.m. Eastern Standard Time North America. The solicitation will be formatted as an RFP in accordance with the requirements designated by FAR 15.203 for a negotiated procurement utilizing the Two-Phase Design-Build Selection procedures of FAR 36.3. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose proposal provides the best value to the Government. This solicitation will consist of two (2) phases. Up to five (5) firms will be selected to participate in Phase II. The evaluation factors for Phase I are as follows: Technical Approach, Corporate Experience, and Past Performance. Upon determination of the contractors advancing to Phase II, those offerors will receive an RFP containing current and future design specifications. Up to five (5) firms will be selected to participate in Phase II. Phase II will include the following evaluation factors: Safety, Technical Solution, and Energy and Sustainable Design. Site visits to Camp Lemonnier will be available for this procurement during Phase I (optional) and Phase II. Due to geographic location of this site, it is recommended that interested firms make pre-arrangements for travel (immunizations, etc), base access and any other necessary requirements for overseas travel, as the Phase I solicitation will be limited to 30 days and the Phase II solicitation will be limited to 45 days. The anticipated dates for the site visits have not been finalized. The Government intends to issue the Solicitation for Phase I and Phase II through the Internet at www.fbo.gov. All prospective offerors MUST register themselves on the website. All prospective offerors are encouraged to attempt download from the website prior to obtaining the solicitation from alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holder's list off the Internet, if necessary. The official plan holder's list will be created by registration and will be available from the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore, it is the offerors' responsibility to check the website periodically for any amendments to this solicitation. IMPORTANT NOTICE: All potential offerors submitting bids, proposals or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities and financial information to the Government. The SAM website can be accessed at www.sam.gov. Reference is made to FAR Clause 52.204-7, System for Award Management. Prospective offerors are encouraged to register as soon as possible.
