Description
This is a Request for Information (RFI) only as defined in FAR 15.201(e) to obtain information about capabilities and market information related to demographic barrier analysis or demographic workforce or diversity analysis reports, and is for planning purposes only. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No formal solicitation for this work exists at this time. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OR SUBMISSION OF RESPONSES TO THIS RFI. Description: The U.S. Securities and Exchange Commission (SEC) is searching for vendors that have the ability and expertise in conducting a Barrier Analysis/Workforce Demographic Analysis with regard to barriers in promotion, race, gender, age and ethnicity. The SEC is comprised of a Chairman, four Commissioners, and a workforce of approximately 4,000 employees distributed across the United States. See http://www.sec.gov/about/concise.shtml. The purpose of this RFI is to send a request for interested parties to notify the SEC of their interest in conducting a Barrier Analysis/Demographic Workforce Analysis. All vendors should submit a written response stating their interest to the Contracting Officer. In addition to stating their interest, vendors shall submit the following: A. Business name and size B. Any small business certifications or similar certifications C. DUNS number and CAGE Code D. The North American Industry Classification System Code (NAICS) E. Capabilities Statements F. Brief Description of the Vendor's background and experience in conducting barrier analysis or workforce demographic analysis or a "diversity" analysis for any governmental agency (federal, state or municipality). G. Sample of a recent demographic barrier analysis or demographic workforce or diversity analysis "report" within the last three years for any government agency (federal, state or municipality). Such barrier analysis report should include, among other things, a description of the methodology, any quantitative and qualitative analysis, recommendations and/or best practices in order to eliminate any barriers. In addition, a description of agency analyzed (e.g. brief description and number of employees of the agency or part of the agency analyzed). The "report" may be redacted for privacy concerns. An evaluation of the capabilities and market information will be conducted through use of this Request for Information. Note: RFI responses will NOT be shared with other industry suppliers and will be solely used as part of the requirements analysis process. Responses: Responses should be no more than 10 pages (this does not include the cover page or G. - Sample Report). The vendor may submit a full sample report in response to G. as listed above. Interested vendors should forward their responses to Regina Mumford-Rush at Mumford-RushR@sec.gov and Nancy Foster at FosterN@sec.gov. Responses to this RFI are to be submitted by and RECEIVED by 3:00 p.m. Eastern Standard Time (EST) on November 6, 2013. Responses must be single-spaced, Times New Roman, 12 point font, with one inch margins, and compatible with MS Office Word 2003, or later. NOTE: Late responses will NOT be considered nor will information provided beyond the 10 page limit (this does not include the cover page or G. - Sample Report). Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled in accordance with applicable regulations and statues. Please be advised that all submissions become Government property and will not be returned. All Government personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Disclaimer: The information requested is for planning purposes only and does not constitute a Request for Proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Any resultant contract award derived from this RFI will be the result of the competitive process. In doing so, preference may go to small businesses.
