Description

THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Central Iowa Health Care System, Des Moines, Iowa intends to issue an Invitation For Bid (IFB) to award a single, firm fixed-price contract to provide all tools, materials, equipment and labor necessary for completion of general construction project 437-13-103, "Improve SPS/Logistics HVAC", at the VA Fargo Health Care System, Fargo, North Dakota, in accordance with the drawings, specifications and scope of work. The construction work shall account for phasing of the work as indicated in the contract documents in order to minimize impact on our customers. Work shall include, but shall not be limited to, demolition of existing building components, new construction, electrical and mechanical work. Other utility work required such as plumbing, HVAC, sprinklers, medical gases, electrical, electrical and electronic systems and other items may be necessary for the installation of the required variable refrigerant volume system as noted to provide a complete and functional project. This project shall install a variable refrigerant volume (VRV) system in SPS and Logistics supply or storage room closets and other spaces as indicated in the contract documents. The VRV system shall have air cooled condensing units mounted at roof locations indicated. Roofing work for setting these units and the pipe penetrations shall be included in this project. Selected rooms or areas shall also be provided with supplemental humidification as indicated in the contract documents. The source of the steam may be from the Medical Center steam utility system or it may be electrically generated using domestic water, but the type depends upon location and available utilities. These closets and areas are EXTREMELY sensitive to dust and dirt, and shall be closely monitored by VA. Work is to be completed within 365 calendar days from the notice to proceed. Specifications and drawings for submitting a bid will be available at (http://www.fedbizopps.gov/). All respondents must be registered in the SAM database (http://www.sam.gov) and complete online Representations and Certifications at (http://orca.bpn.gov), along with Vets 100 at (http://vets.dol.gov/vets100/). Bidders must be registered in VetBiz at (http://www.vetbiz.gov/). Amendments to the solicitation will be posted at (http://www.fedbizopps.gov/). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed. All questions must be submitted in writing to the issuing office via email to (daniel.torrence@va.gov). Solicitation issue Date is tentatively scheduled for November 8, 2013. The Pre-bid meeting/Site-visit will be announced upon Solicitation issuance. Bid Opening Date is tentatively scheduled for December 9, 2013, at 10:00 A.M. (CST), in Bldg. #2 Room #2007 at the Des Moines Iowa Central Iowa Health Care System, 3600 30th Street, Des Moines, IA, but exact date may vary depending on issuance of the solicitation. The applicable NAICS Code is 236220, with the applicable size standard being $33.5 million.
