Description

This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from the industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of this synopsis. Veterans Integrated Service Network 17 (VISN 17) is seeking Architect-Engineering (A-E) firms capable of providing multi-discipline design services on an as-needed basis under a fixed price, indefinite-delivery, indefinite quantity (IDIQ) contract, in accordance with PL-582 (Brooks A-E Act) and as implemented in FAR Part 36.6 and VAAR Part 836.6. The project team lead shall be a "licensed" Fire Protection Engineer and shall be an employee of the prime A/E firm, not a consultant or sub-consultant. We are soliciting the most highly qualified businesses, encompassing Emerging Small Business, Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business and Small Disadvantaged Business socio-economic groups. In order to be eligible for award, firms are required to register at the System for Award Management (SAM) website located at https://www.sam.gov/portal/public/SAM/. The A-E IDIQ contract may be utilized by all VA Health Care Systems within Veterans Integrated Service Network 17 (VISN 17). VISN 17 consists of: (1) North Texas VA Health Care System, Dallas, TX (Station 549); (2) Central Texas VA Health Care System, Temple, TX (Station 674); (3) South Texas VA Health Care System, San Antonio, TX (Station 671): (4) Laredo VA Health Care System, Laredo, TX (Station 740); (5) Corpus Christi VA Health Care System, Corpus Christi, TX (Station 740); (6) Valley Coastal Bend VA Health Care System, Harlingen, TX (Station 740); (7) Austin Information Technology Center, Austin, TX (Station 200). Services will be required for an undetermined number of projects of varying size and complexity. Services which may be required include, but are not limited to, 1.Fire Protection Engineering Designs, Studies, Site Investigation Reports; 2.Fire hazard analysis; 3.Life safety code analysis; 4.Preparation of Requests for Proposals (RFP) for Design-Build Projects; 5.Preparation of fully designed plans and specifications for Invitation for Bid (IFB) projects; 6.Fire Protection Engineering Services including design analysis, reports, cost estimates, evaluations, and design and construction quality control support services; 7.Fire Protection Engineering Surveys, including evaluation of facilities installation fire protection needs, including water distribution systems, fire reporting systems, fire protection systems maintenance program and critical facilities (including emergency rooms, high rises, warehouses, etc.); 8.Compliance with Department of Veteran Affairs criteria, which includes: hydrant flow test, alarm system test, maintenance records inspection and inspection of buildings and their associated fire protection systems. The NAICS Code is 541330 (Engineering Services). The small business size standard for this NAICS code is $4.5MIL. Interested parties responding to this Sources Sought Notice shall submit the following information at a minimum: 1)company name and address, point of contact with phone number, and DUNS number; 2)documentation relating to capability of performance of an IDIQ multi-discipline design services project (including references); 3)proof of registration in SAM, and VetBiz if applicable, or intention of registration prior to submission of offers to a solicitation; 4)any and all socio-economic categories applicable for the company 5)any other pertinent information. The response date to this Sources Sought notice is November 13, 2013, at 3:30pm Central Time. This market research is for informational and planning purposes only to determine if a set-aside is appropriate. The Government will not pay any costs for responses submitted. Electronic submissions shall be submitted to Patricia.Chandler2@va.gov. Hard copy submissions are not acceptable. If the A-E plans to use a Joint Venture Agreement, a copy of the agreement must be submitted along with the response to this Sources Sought Notice. NO ADDITIONAL INFORMATION IS AVAILABLE OTHER THAN WHAT IS NOTED HEREIN. A-E FIRMS ARE INSTRUCTED NOT TO CALL THE INDIVIDUAL VA HEALTH CARE SYSTEMS REQUESTING MORE INFORMATION.
