- THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE KANSAS CITY DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The U.S. Army Corps of Engineers, Kansas City District has been tasked to solicit for and award a contract to construct a Regional Simulation Center at Fort Leavenworth, Kansas. The Government proposes to issue a firm fixed price type contract for this project. A set-aside or unrestricted determination will be disclosed in the RFP. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this Sources Sought Notice is to determine if there are small business contractors (i.e. 8(a), Service Disabled Veteran Owned Business, HUBZone, women-owned, etc) having experience with projects of similar scope and magnitude available to provide adequate competition. The scope is to construct a Regional Simulation Center (RSC) at Fort Leavenworth, Kansas. Primary facilities include the 36,000 square foot RSC and Sustainability Energy Measures. The RSC includes; a Sensitive Compartmented Information Facility (SCIF), simulation communication rooms, simulation suites, secure communication infrastructure, network distribution nodes, operation centers, work cells, classrooms and administrative offices. Sustainability Energy Measures include photovoltaic power generation and highly efficient mechanical and electrical systems. Supporting facilities include: Electric Service; Water, Sewer and Gas; Paving, Walks, Curbs and Gutters; Storm Drainage; Site Improvements; Information Systems; and Antiterrorism Measures. The scope also requires LEED Silver certification of the facility through the US Green Building Council. The magnitude of this project is between $10,000,000 and $25,000,000. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Small Business Size Standard for this acquisition is $33.5 Million. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Technical evaluation factors have not been assigned at this time. Past Performance will be evaluated. Offerors response to this synopsis shall be limited to 5 pages and shall include the following information: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Offeror's interest in bidding on the solicitation when issued. 3. Offeror's ability to perform a contract of this magnitude and complexity. Provide at least three examples of projects completed within the past 5 years to demonstrate ability to execute comparable work. Example projects should include a brief description, customer contact information; construct dates and dollar value. 4. Offeror's type of business and business size. 5. Offeror's Joint Venture information, existing and potential, if applicable. 6. Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) Interested offerors shall respond to the Sources Sought Synopsis no later than November 7, 2013 at 2:00 PM (CST). All interested contractors must be registered in SAM to be eligible for award of Government contracts.
