Description
MOBILITY AIR FORCES (MAF) DYNAMIC RETASKING CAPABILITY (DRC) CONTRACTOR FIELD SUPPORT IN THE TACTICAL DATALINK (TDL) ENVIRONMENT 1. Introduction DRC is a former Urgent Operational Need (UON), validated by AFCENT in February 2011, fielded in May 2012, and approved by the Air Force Requirements Oversight Council (AFROC) as an Enduring Capability in September 2012. The DRC system provides Mobility Air Forces (MAF) aircraft with Line-of-Sight (LOS) and Beyond-Line-of-Sight (BLOS) capabilities via SADL and JREAP-A tactical data link networks respectively. The U.S. Air Force Life Cycle Management Center (AFLCMC), Battle Management Directorate, Theater Battle Control Division at Hanscom AFB, MA, is seeking potential sources of field support for its OCONUS MAF DRC assets. This field support effort is expected to last six (6) to twelve (12) months commencing not earlier than 9 February 2014. Presently the Air Force has installed and fielded DRC A-Kits on MAF aircraft. The Air Force intends to migrate to organic Field Support not later than (NLT) February 2015. These A-Kit equipped aircraft are capable of accepting the DRC B-kits which were also produced and fielded on the DRC contract. Additionally, there are Field-Test-Equipment (FTE) units assigned to operational units flying DRC equipped aircraft. This hardware (A-Kits, B-Kits, and FTEs) is used to sustain DRC operations at CONUS and OCONUS locations. 1.1. A-kits are permanently installed on C-130J and C-17 aircraft. A-Kit installations include cargo bay to cockpit wiring, patch panel, hull mounted antennas, and B-Kit component mounts. 1.2. B-kits are Roll-On, Roll-Off (RORO) assemblies which are easily installed/removed in the cargo bay and cockpit. 1.2.1. Cargo Bay Installation: The 11" x 24" x 68" cargo bay mounted B-Kit communication enclosure contains, power supply, amplifier, Airborne Executive Processor (AEP), SADL radio, ARC-210 radio, fans, filters, wiring, case and latches. 1.2.2. Cockpit Installation: The cockpit mounted B-Kit components are comprised of two (2), easily installed/removed, Portable Mission Display (PMD) monitor/control devices (2" x 6" x 9" screen with bezel mounted controls). 1.3. Software: The DRC B-Kit Airborne Executive Processor (AEP) and Portable Mission Display (PMD) use DRC software version 6.2. DRC version 6.2 incorporates Northrop Grumman developed software for which the Government has both Government Purpose rights and Restricted rights as defined in DFAR clause 252.227-7014. Restricted, or Northrop Grumman proprietary software titles follow: • Message Broker Services and Operator Station Human-System Interface (HIS) Baseline • Gateway Manager Software Capabilities: o MIDS ETR on MIDS Ethernet o MIDS 1553 virtual terminal and virtual host capabilities o MIDS Platform A terminal emulation mode routing raw FIM/FOM data. 1.4. FTEs are land based test units originally produced as developmental tools for the DRC system. Today FTEs are primarily employed as operational test units and have also been employed as DRC system ground stations capable of communicating with DRC aircraft in flight. 1.4.1. The FTE is comprised of a cabinet (3' x 3' x 4'), power distribution device, laptop computer, SADL radio, PRC-117G radio, PSC-5 radio, fans, filters and wiring. 1.5. Contractor Field Support Services will be needed to maintain, troubleshoot, and repair DRC equipment. 2. Objectives and Scope The Government seeks to satisfy the following field support objectives for the DRC program. Under the direction of the Government Program Office, establish, maintain and provide Field support for the DRC system as follows: 2.1. Objective: Provide DRC Field Support operations OCONUS. 2.1.1. Scope: Stand up DRC Field Support operations OCONUS at three (3) geographically separated sites by 9 February 2014. This Field Support effort is expected to last six (6) to twelve (12) months. 2.2. Objective: Mission Support 2.2.1. Scope: Perform pre and post DRC mission equipment setup/shutdown, flight crew brief/debrief concerning DRC operation and performance, and log file collection. Support shall be provided in such a manner as to minimize manpower requirements while providing 24/7/365 mission coverage maintaining a system mission availability threshold of 90% and an objective of 98%. 2.3. Objective: Communicate with DRC Program Office 2.3.1. Scope: Fully support periodic telephonic communications between Contractor Field Operations Support staff, Contractor Management, and the Government Program Office. 2.4. Objective: Cost control 2.4.1. Scope: Utilizing OCONUS Government facilities whenever available, arrange crew accommodations and support facilities in the most cost efficient, Government approved, manner. Limit crew rotations in order minimize travel costs. 2.5. Objective: Troubleshoot A-Kit, B-Kit, Ground Station and FTE hardware 2.5.1. Scope: Troubleshoot down to the component level to ensure appropriate LRU replacement. Perform routine field level inspection, testing, servicing, and classification as to serviceability, repair, rebuilding, and reclamation of components. 2.6. Objective: Maintain B-Kits and FTEs at the LRU level 2.6.1. Scope: Remove and Replace (R/R) DRC components down to the LRU level. Process failed LRU components for return to Depot. 2.7. Objective: Perform Metrics Collection 2.7.1. Scope: Gather and report pertinent information concerning failed or improperly performing DRC components. 2.8. Objective: Spare for DRC equipment 2.8.1. Scope: Store, inventory and dispense program field spares, materials, and equipment. Perform inbound/outbound materials quality assurance, monitor field stock levels, and recommend adjustments to field sparing quantities and allocations. 2.9. Objective: Ship/Receive DRC components 2.9.1. Scope: Ship and Receive components, spares and materials (Classified and Unclassified) between the Depot and operational units in accordance with (IAW) MIL-STD-2073-1D. Ensure that all system equipment, and support items are preserved, packaged, handled, and transported properly, including environmental considerations, and equipment preservation for short or long term storage, and transportability. 2.10. Objective: Military Standard Requisitioning Procedures (MILSTRIP) processing 2.10.1. Scope: Understand, execute, and monitor/track OCONUS supply transactions for specific stock listed (National Stock Name or NSN) items (requisition and turn-in) through the MILSTRIP process (DLM 4000.25-1, MILSTRIP, June 13, 2012). 2.11. Objective: Information Assurance (IA) certification maintenance 2.11.1. Scope: Perform antivirus updates, DRC log file reviews, service pack updates, password management, and IA document management. 2.12. The Government expects that each DRC OCONUS Operations Support contractor/team shall perform to the full contract scope in order to allow effective competition for individual orders. 3. Information Requested The Government requests responding sources provide the following information: 3.1. Examples of specific, recent capabilities and experience for performing hardware depot maintenance as defined in Objectives and Scope (sections 2) as related to DRC's hardware components. 3.2. Examples of specific experience on similar or relevant contracts, including contract number, Government organization, period of performance, total and remaining ceiling value, and Government contact with email and phone number. 3.3. Preferred contract types and usual terms and conditions. 3.4. Specific contract vehicles available to your organization which could be leveraged to provide this support. 3.5. Specific comments related to the breadth of the anticipated contract scope, and the respondents ability to meet the objectives. 3.6. Assessment of risks and respondents mitigation strategies/plans for meeting the contract objectives and scope. 3.7. Potential strategies, concepts and ideas for efficient approaches to OCONUS Field Support. 3.8. Specific approaches and incentives anticipated for implementing performance-based efforts, including performance-based logistics. 3.9. Approaches to achieving or supporting DoD/USAF small business goals. 3.10. Identify respondents firm as a non-profit organization, large business, small business, small disadvantaged business, women-owned business, veteran owned business, service disabled veteran owned business, Section 8(a) small business, or hubzone small business for NAICS Code 811213. 4. Response Submission 4.1. The Government requests responsible potential sources interested to submit an electronic response in MS Word or Adobe PDF format of not more than ten (10) single-sided pages, 8.5" x 11" paper, 12 point. Disclaimer THIS SYNOPSIS IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE AIR FORCE TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. 5.1. In accordance with FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government shall not pay for the information solicited or recognize any costs associated with the submission of responses. The purpose of the synopsis is to provide an opportunity for industry to enhance the success of any future procurement for these products. Any information obtained as a result of this synopsis is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. By submitting information in response to this synopsis, submitters consent to the release and dissemination of submitted information to any Government or non-Government entity to which the AFLCMC releases and disseminates the information for review. As such, to the extent that any information submitted in response to this synopsis is marked as, or construed to be proprietary or business-sensitive, submitters are hereby notified that: 5.1.1. Information submitted by respondents may be disclosed to MITRE Corporation and Air Force A&AS contractors. 5.1.2. Submission of information in response to this synopsis constitutes consent to such handling and disclosure of submitted information as may be necessary for the Government to adequately evaluate the response. This synopsis is being used to obtain information for planning purposes only. The Government does not yet intend to award a contract for this effort, and may decide not to do so in the future. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. 6.
