- PRE-SOLICITATION NOTICE: The Department of Veterans Affairs, Network 11 Contracting Office intends to issue a Request for Proposal (RFP) for Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for Asbestos Abatement throughout Network 11. All work will be in accordance with individual task order requirements, specifications, and drawings provided with each project and master specifications. Prospective contractors must be able to respond within 120 minutes (2 hours) in response to emergencies to selected areas of consideration. This is a Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside. The government anticipates award of a minimum of four (4) individual MATOC contracts for Network 11 providing sufficient qualified contractors present offers. Awards will be made to Center for Veteran's Enterprise Verified SDVOSBs providing sufficient qualified contractors present offers. The small business size standard is $14.0 million (NAICS 562910) average annual revenue for the previous three years. These anticipated contracts will consist of a Base Award Period of one (1) calendar year, and 4 one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. Task Order will range from $2,000.00 to $150,000. The total of all task orders placed against this contract shall not exceed $4,900,000.00. Maximum award to any one contractor will depend on the number of awards. This negotiated procurement will be accomplished by using FAR Part 15.3, Source Selection Procedures, which will result in the award of a firm-fixed price contract. Proposals will be evaluated on Past Performance, Technical, and Price. Prospective offerors must submit a written past performance and technical proposal and unit pricing for each type of Asbestos Abatement to be considered for award. All information, amendments and questions concerning this solicitation will be electronically posted at the following web page: http://www.fbo.gov/. Interested offerors must also be registered in the System for Award Management (SAM) database. Firms can register via the SAM Internet site at https://www.sam.gov/portal/public/SAM/. No telephone or email requests regarding this announcement will be responded to. There is no solicitation available at this time. This solicitation is not a competitive Invitation for Bids and there will not be a formal public bid opening. Offerors will not be reimbursed for proposal submittal expenses. No hard copies will be available. Offerors are responsible for downloading their own copy of all documents. These documents will be in pdf (Adobe Acrobat) format and will be available at www.fedbizopps.gov. The solicitation will be posted on or about Nov 22, 2013. It is the offeror's responsibility to monitor this site for the release of any information or documents in the special notices, the solicitation and amendments, if any. We encourage offerors to periodically check the site; it is the offeror's responsibility to make sure you have all of the documents related to the procurement. The Government will not issue paper copies. Places of Performance: Network 11 VA Medical Centers located in Saginaw MI, Battle Creek MI, Detroit MI, Ann Arbor MI, Ft. Wayne IN, Marion IN, Indianapolis IN, and Danville IL. Offerors will be able to select areas for consideration with submission of proposal.
