Description
Subject to FAR Clause 52.215-3, entitled, Solicitation for Information and Planning Purposes, this announcement constitutes a Sources Sought for information and planning purposes to identify qualified and experienced sources for an anticipated single award, Firm Fixed Price type contract for Telecommunication Support Services under NAICS Code 811213 with a size standard of $10 M. It is anticipated that the period of performance for this requirement will be a 9 month base period beginning on 01 January 2014, with four (4) three (3) month option periods. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Background: Naval Support Activity (NSA) Crane covers 100 square miles, over 64,000 acres and has 325 occupied buildings that require telecommunications services. NSA Crane s Base Communications Office (BCO) has been tasked with providing modern telecommunications support services to a diverse customer base throughout NSA Crane. Responsibilities include managing all aspects of the base telecommunications systems to deliver voice and last-mile or cross campus data transport. To meet these responsibilities, the BCO currently uses systems such as Synchronous Optical Networks (SONET), Asynchronous Transfer Mode (ATM) networks, analog and digital networks, and information management systems to provide technical support services, installation, demolition or removal and disposal, movement and relocation of voice and data circuits. The BCO is not responsible for Local Area Network (LAN) services. Scope: The Contractor shall deliver the necessary resources to perform the requirements of this PWS in support of the BCO mission to deliver voice and wide area network data services. The BCO does not support local area data network services such as Navy Marine Corps Intranet (NMCI)/ Next Generation Enterprise Network (NGEN), Research Development Test & Evaluation (RDT&E), and similar networks. These data networks are specifically outside of the scope of this contract with the exception of a requirement to deliver commercial or government long haul circuits last mile across the base from the Local Exchange Carrier (LEC) to the customer point of demarcation. The BCO does not support Cable TV distribution infrastructure. The Contractor will not support other BCO functions such as Enterprise Land Mobile Radio (ELMR), functions that are determined by the Office of Management and Budget to be inherently government work, and other functions not specifically requested on this contract. The Contractor shall contact the Contracting Officer (KO) immediately before completing any requests that are suspected to be outside the scope of this contract. The Contractor performing the requirements of this Performance Work Statement (PWS) must be an Avaya authorized partner for both legacy Nortel and current Avaya telephony product lines (Avaya Purple ). This PWS is for a Firm Fixed Price requirement for non-personal telecommunications support services, including all resources such as vehicles, labor, equipment, materials, and subscriptions required to maintain Government Furnished Equipment (GFE) in accordance with (IAW) the requirements stated in this PWS. Emergency repair services and scheduled downtime for repair or new software and equipment replacement is an inherent part of this requirement. The period of performance of this contract will start 1 January 2014. The contract will run until 30 September 2014, with four (4) option quarters of three months each to allow the Government the ability to extend as far as 30 September 2015 as required. The scope of this PWS is divided into three parts. (See attached PWS for further information) The NAVSUP Fleet Logistics Center (FLC), Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive acquisition strategy for the support services detailed above and in the attached PWS. Responses to this Sources Sought request should reference N00189TELECOM and shall include the following information in this format: 1. Company name, address, point of contact name, phone number, fax number and email address. 2. GSA Schedule, Seaport-e Schedule, or any other DoD Contract Vehicle 2. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, WOSB, SB, Veteran-owned, etc., in accordance with the NAICS Code. 3. Contractor and Government Entity (CAGE) Code. 4. Capability Statement detailing the contractor s ability to provide support services for the requirements specified in the PWS. Relevant past performance information on same/similar work within the last 5 years is to be included. Please include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought and detail how these contracts are similar in scope, complexity, and magnitude to this requirement. 5. Include any other supporting documentation. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages in no less than 12 font. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. Responses to this Sources Sought request should be emailed to Candace Reid at candace.reid@navy.mil by 3:00PM EST on 29 October 2013. Again, this is not a request for proposals. This information is for planning and market research purposes only and will not be publicly released. Proprietary information should be clearly marked. Respondents will not be notified of the results.
