- Redacted Limited Sources Justification, ID04130096 USAFE/A2 engages in a variety of coalition ISR activities with partner nations bilaterally, multilaterally, and as part of partnership agreements with NATO. These activities seek to develop an interoperable ISR capability to increase mutually beneficial exploitation of intelligence, surveillance, and reconnaissance (ISR) data sources in support of higher headquarters-defined requirements. They may provide for establishing Operational Capability Demonstrators (OCD) to implement an integrated approach for combined analysis, rapid exploitation, and dissemination of information for coalition operations, potentially leading to establishment of USAF Distributed Combined Ground System (DCGS)-like exploitation nodes that provide combined, interoperable exploitation capabilities and information sharing. Whether via an OCD or other technical architecture, however, the activities will include all aspects of assessing and integrating the AF DCGS-like capabilities with shared national processing systems/libraries utilizing various enterprise solutions like CENTAUR, BICES, and the DCGS Integrated Backbone (DIB).The USAFE Engineering Support to Coalition ISR contract shall serve as a vehicle to provide broad technical and analytical services, to support and improve policy development; decision making; management and administration; program and/or project management and administration as well as improve the operation of coalition ISR system interoperability. Outputs may take the form of information, advice, alternatives, analyses, evaluations, recommendations, and the day-to-day aid of support personnel needed to complement the Government's technical expertise.
