- This is a Request for Information (RFI) for market survey purposes only. This is not a solicitation for proposals and no contract shall be awarded from this announcement. This announcement supports FAR Part 10 Market Research. Since 1974, Army fixed wing aircraft have primarily been Commercial Derivative Aircraft (CDA) that have been militarized in support of unit/customer missions such: as operational support airlift; priority air transport; Intelligence, Surveillance, and Reconnaissance (ISR); Airborne Electronic Attack (AEA), testing; and training. The CDA system currently in use to support this requirement are Beechcraft King Air 200 Series Aircraft. These aircraft are original equipment manufacturer (OEM) products and are categorized as small in accordance with Federal Aviation Administration (FAA) class size standards. The Army Fixed Wing Project Office (FW PO) is seeking information regarding services to provide worldwide support for aircraft missions such as those mentioned above. These services may include programmatic, business, technical/integration, and logistical functional support to the fleet. There is no solicitation package available at this time. All interested parties should send company and/or descriptive literature along with responses to the following questions and any comments or questions to Mr. Frederick L. Thompson, email: Frederick.l.thompson.civ@mail.mil or address: PEO Aviation, Attn: SFAE-AV-FW/Thompson, 650 Discovery Drive, Huntsville, AL 35806. All responses should be received no later than COB 06 Nov 2013. All questions and comments must be in writing (electronic email responses are acceptable), no telephone calls. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The anticipated requirement is to provide four aircraft and associated operations and maintenance support that can perform the Communication Electronic Attack with Surveillance and Reconnaissance (CEASAR) mission using a government furnished Mission Equipment Package (MEP). 1. Does your company currently provide field and heavy maintenance support IAW FAA regulations to commercial or Government customers? If yes, please provide specific examples. 2. Does your company currently meet the requirements of, or is compliant with, Army Regulation, AR 95-20? If so, how is this accomplished? 3. Can your company provision flight crews to support fielding, training, test, ferry flight activities etc? Does your company have this capability today? Explain. 4. Can your company immediately provide contracted services in compliance with DFAR 228-7001 and DCMA INST 8210.1C? Explain. 5. Can your company meet ITAR requirements to support OCONUS operations? Explain. 6. Does your company currently support/provide contractor logistics in the OEF AOR? Explain. 7. The Government is interested in understanding the best commercial practices associated with acquiring FAA-certified maintenance services on a worldwide basis. Describe your company's commercial processes associated with acquiring/providing these types of services. 8. Describe the methodology your company would employ to support/accomplish aircraft integration/modification of uniquely militarized systems? 9. Describe the methodology your company would use to provide engineering services on an quote mark as needed quote mark basis. In your response, please address sustainment engineering services separately from the systems engineering services. Identify critical issues associated with the performance of these types of services and provide rationale as to why it is considered critical. 10. Is your company capable of performing under both a cost type and firm-fixed-price (FFP) contractual arrangement? If your firm has a preference, state why? 11. Does your company have a Defense Contract Management Agency (DCMA) approved accounting system? If not, what is the status of your firm's accounting system relative to performing on a cost or FFP type contract? 12. Does your company have mission ready platforms to accomplish mission requirements? If not, how long after a contract award will mission ready platforms be available? This anticipated requirement includes a capability to demobilize a fielded team and retrograde of aircraft and removal of CEASAR specific equipment. This anticipated requirement is expected to last no more than two (2) years. Please provide your company's Cage Code and Business Size with your response. Provide any other comments related to CDA services provided to support military missions. This is market research only and is not a solicitation for requests for proposal. No reimbursement shall be made for any costs associated with providing information in response to this announcement or any follow up information requests. Nothing shall be construed herein or through this market research process to commit or obligate the Government to further action as a result of this research.
