- Residence Design RFP Residence Design Cover Letter Dear Prospective Offerors: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals from qualified firms/organizations interested in providing architect and engineering services to (a) design the new Mission Director Residence and the entire property, and b) provide professional engineering oversight of the construction of the Mission Director Residence and the entire property and structures as described in the attached solicitation. The solicitation and all amendments can be found on FedBizOps and Partnership Opportunities at www.fbo.gov and http://www.usaid.gov/rwanda/partnership-opportunities. If substantive questions are received which affect the response to the solicitation, or if changes are made to the closing date and time, as well as other aspects of the RFP, this solicitation will be amended. It is the responsibility of the recipient of this solicitation document to check the above sites periodically for official updates and amendments to the solicitation and to ensure that it has been received from the internet in its entirety. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Site Visit: A site visit will be held on the date and time specified above. All interested candidates must be attendance at this location- 55 Avenue Paul VI, Kiyovu, Kigali (former USAID Office Compound). The purpose of this site visit is for potential offerors to view and inspect the current building and structures. Please contact Marva Butler via email at mbutler@usaid.gov to confirm attendance. This is a full and open competition, under which any qualified company or organization is eligible to compete. The procedures set forth in FAR Part 15 shall apply. USAID reserves the right to award the contract subject to the availability of funds. Proposals must be received electronically or via courier/hand delivery on or before the closing date stipulated above to provide the services and deliverables specified in the RFP. If submitting electronically, the offeror must submit the proposal via internet email with up to 3 attachments (2MB limit) per email compatible with MS WORD, PDF and Excel in a MS Windows environment. If submitting by courier/hand delivery, please come to the U.S. Embassy Visa Entrance near the roundabout at 2657 Avenue de la Gendarmerie - Visitors Desk. Offerors are required to call Ms. Emerithe Kayitesi at ext 2824 using the visitors' phone. The security guards/Visitors Desk will not accept proposals. Facsimile submission of proposals is not authorized and will not be accepted. USAID plans to award a Fixed Price type contract for architectural design and engineering oversight subject to availability of funds. The Contracting Officer will make the award to the Contractor whose proposal offers the best value to the Government, considering both technical and cost factors. Contractors are reminded that the Government is not obliged to award a negotiated contract on the basis of lowest proposed cost, or to the Contractor with the highest technical evaluation score or rating. Federal Acquisition Regulation (FAR) Part 36.6 and the Brooks Act apply. Please pay careful attention to, and complete in full, RFP Section K - Representations, Certifications and Acknowledgements. Contractors are now expected to comply with FAR CLAUSE 52.204-7, System for Award Management and complete the annual representations and certifications electronically via the System for Award Management (SAM) website at https://www.sam.gov/portal/public/SAM/. Contractors should carefully consider Section L - Instructions to Offerors and Section M - Evaluation Factors for Award. Sections B through I of the solicitation will become the contract with blanks completed by the Contracting Officer. The proposal shall be prepared in two separate parts: the Technical Proposal shall address technical aspects only while the Business (Price) Proposal shall present the costs. Proposals must be signed by an official who is authorized to bind the organization. Questions Potential contractors may submit questions in writing, by email to Marva Butler, A&A Specialist at mbutler@usaid.gov, with a copy to Martin Fischer, Contracting Officer at mfischer@usaid.gov.The deadline for receipt of questions or requests for clarifications is 5:00pm local Rwanda time, November 6, 2013. Oral instructions or explanations given before the award of the contract resulting from this solicitation shall not be binding. Issuance of this solicitation does not in any way obligate the U.S. Government to award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government.
