- The U.S. Army Corps of Engineers, Baltimore District, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1)(i), with Dr. Elizabeth North at University of Maryland Center for Environmental Science, Cambridge, MD to perform hydrodynamic and larval transport modeling in Harris Creek, the Tred Avon River, and the Little Choptank River. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to not compete the proposed acquisition is within the discretion of the Government. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by 04 November 2013 will be considered by the Government.
