- This is a SOURCES SOUGHT Notice for market research purposes only. The U.S. Army Corps of Engineers - St. Paul District is seeking interested businesses certified in the ACI-CRSI Adhesive Anchor Installation Certification Program which are capable of installing a tow haulage rail clip system at Lock and Dam 7, located in La Crescent MN. Presolicitation notice W912ES-14-B-0003 was posted on the Federal Business Opportunities website on 18 October 2013. The acquisition strategy for this project is being reevaluated due to changes in capability requirements. Work involves, but is not limited to, temporary removal of the existing rail, proper offsite disposal of existing rail clips, fabrication and installation of the new rail clip system, including rail anchors, bed plates, and clips, reinstallation of the existing rail, and demonstration that the traveling mooring bit is able to freely traverse the entire length of the rail without binding. Work includes all parts, material, equipment, and labor. The Contractor responsible for installing the adhesive anchor system shall have successfully completed the ACI-CRSI Adhesive Anchor Installation Certification Program and shall be certified as an Adhesive Anchor Installer. The estimated price is between $250,000 and $500,000. The North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $33.5 million. All interested firms are encouraged to submit a brief capabilities statement package, no more than 2 pages in length, addressing the following: 1. Business name, address, and point of contact 2. DUNS number and CAGE code 3. Statement of capability which demonstrates the firm's ability to successfully perform the construction work Responses are due by noon (CST) on Wednesday, 30 October 2013. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
