- The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to solicit, negotiate and award a sole source contract with Coastal Planning and Engineering, Inc. (CPE) a CB&I company (CBI), located in Boca Raton, Florida for Architect-Engineering Services for the Chenier Ronquille Barrier Island Restoration Project. The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. The Government intends to award a contract to CPE since it is the engineering firm of record to date. Due to a 1.5 year delay in the construction start-up of this project additional engineering and design services may be required to the original design documents due to changes to the site that may have occurred during this delay. Additional engineering services may also be required during the construction of this project. As the engineer of record for four projects in the Louisiana Barrier Island Area (Chaland Headland, Pelican Island, West Belle Pass and the current project Chenier Ronquille), CPE has intimate knowledge of these projects and the area where these projects are located at and that a substantial duplication of cost to the Government is not expected to be recovered through a competitive process. Interested firms shall submit in writing, its name, address, point of contact, telephone number, business size and a brief statement regarding its capability to provide the required engineering and design services for the project above and also any unique qualifications within 15 calendar days from the date of this announcement. In order to be considered, firms must submit pertinent and specific information in the technical area under consideration, on each of the following qualifications: 1) Interested firms must be a licensed engineering, design, and science firm and must be experienced in the field of coastal engineering; 2) A list of licensed disciplines within the firm qualified in coastal planning engineering; 3) Information must be furnished which would demonstrate in-depth experience including previously designed projects, project size and point of contact/phone number within the Government for verification purposes and 4) Demonstrate coastal engineering experience in coastal and barrier island restoration in the State of Louisiana. The period of performance is anticipated from the date of award of the contract through approximately 48 months. The intended procurement will be awarded through FAR Part 36 Construction and Architect-Engineering Contracts. Although the Government intends to solicit and negotiate with the only known source, CPE, all responses received prior to the close of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right either to solicit offers based on the receipt of affirmative responses to this notice or to issue a contract to CPE, whichever is determined to be more advantageous to the Government, without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
