- This is a sources sought notice and is not a request for proposals. This sources sought is to determine how many businesses are qualified and capable of providing Soldier skills enhancement training at locations throughout Fort Bliss Operational Area as defined in the Performance Work Statement (PWS). The Mission and Installation Contracting Command (MICC) - Fort Bliss has a requirement for military occupation specialties improvement training (MOSIT) services. The contract is anticipated to be for a Base Year of 12 months and one (1) 12-month option year. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 611310 Colleges, Universities, and Professional Schools, with a size standard of $25.5 million. Prospective Contractors shall provide personnel, management, and any other items and services, not Government furnished, necessary to conduct classroom instruction for the following classes: Standard Army Maintenance System-Enhanced (SAMS-E) Clerk Course, Standard Army Maintenance System-Enhanced (SAMS-E) Manager Course, Generator Operator Course (GOC), Fuel Handler Course (FHC), Property Book Unit Supply Enhanced (PBUSE) Clerk Course, Property Book Unit Supply Enhanced (PBUSE) Manager Course, Unit Armorer Course (UAC), Digital Training Management System (DTMS) User Course, Digital Training Management System (DTMS) Master Trainer Course, Master Drivers Course, Unit Movement Officer (UMO) Course, Bus Driver Course, Ammunition Handler Course, and Chemical, Biological, Radiological, Nuclear Defense (CBRN-D) Course. Additional courses may be added to the requirement upon approval to enhance Military Occupational Specialty (MOS) skills. The Contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, Texas State Law, Occupational Safety and Health Administration (OSHA) regulations, Army and installation regulations. The magnitude for the total project is expected to be between the amounts of $750K to $850K.
