Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is no solicitation available at this time. This Sources Sought Notice is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Government will not pay for any materials provided in response to this notice. If a solicitation is later released, it will be synopsized in FedBizOps. It is the potential business concerns responsibility to monitor this site for the release of any synopsis or solicitation. This effort is to seek qualified sources capable of fulfilling the requirements to provide services in support of the OREGON NATIONAL GUARD's Aviation Fuel requirements. The potential vendor will provide JP-8 or JET-A+ Aviation Fuel of 2,000 gallons or more for support of forest fires or natural disasters to the Oregon Army National Guard. The locations to be serviced are in the following locations provided on attached regional map. All deliveries will occur at established airports or established fuel points designated by Oregon National Guard and be transferred to Oregon National Guard fuel truck. Fuel point might be in remote locations requiring travel on dirt or gravel roads. 12-24HR turn-around time for delivery from award of contract. Emergency situations may occur and require a faster response time. Vendor will provide one point of contact that has authority to make corrections per contract. All issues shall be resolved within 24 hours. Vendor will coordinate with designated point of contact from the Oregon National Guard. The acquisition strategy has not been determined at this time. Due to the dispersion of locations around Oregon it is understood that one vendor may not be able to support this entire request and that multiple vendors may best support this need. Please indicate in your capability statement those areas listed above your company would be able to support. The applicable NAICS code is 424720 Petroleum and Petroleum Products Merchant Wholesalers. If you are capable of fulfilling this requirement, please indicate your interest by sending a capability statement via e-mail (only) by 25 November 2013 to david.e.cleland4.mil@mail.mil. Include the following information in your Capability Statement email (elements should not exceed 12 pages): 1. Prospective Offeror's Identification: a. A website address that provides additional information about the prospective business h. Identify your company type: i.e. a large or small, small disadvantaged, 8a, veteran owned small business, service disabled veteran owned small business, woman-owned small business, Native American and/or HUB zone business that is supported by a current registration status of active in the System of Award Management (SAM) https://www.sam.gov/portal/public/SAM/. Include your company's North American Industry Classification System (NAICS) code. Provide your company's DUNS number. 2. Your capability statement should demonstrate a firm understanding of the requirements, addressing the following, at a minimum: a. Provide a brief history of your business, to include organization structure, experience in providing aviation fuel to the commercial market. b. Indicate which locations listed in the map attachment you can support. c. Describe subcontracting services previously utilized. d. Describe how your current commercial/federal contracts are structured. e. Furnish evidence of previous successful management and execution of other aviation fuel contracts at multiple locations throughout Oregon. Note: This Sources Sought Notice is open to large businesses, small businesses and all other social economic businesses. Competition and set-aside decisions may be based on the results of this market research. ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA INTERNET E-MAIL NO LATER THAN 25 November 2013.
