Description
The VA Boston Healthcare System (VABHS) intends to negotiate on a sole source basis pursuant to FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements with Instrumentation Laboratory for the GEM PCL PLUS portable, whole-blood coagulation test system. This requirement will include the following characteristics: Product Description GEM PCL Plus unit for point of care portable whole blood testing. The portable, whole-blood coagulation system that provides rapid results for PT, APTT, ACT-LR, ACT and Citrate PT tests. The Providence VA Medical Center (PVAMC) currently owns a GEM PCL Plus manufactured by Instrumentation Laboratory. The unit requested will serve as a backup to the primary device and will help to avoid the need to reschedule surgical cases should the primary device fail and need repairs. Salient Characteristics Accurate results with only 50 uL with fresh whole blood. Portable and maintenance-free with liquid and electronic quality controls. Automated sample measuring and mixing. Customized programming options with GEM Configuration Manager Software. QC lockout, Mandatory Operator and Patient ID option This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than ENTER DUE DATE AND TIME. Responses should be sent to ENTER EMAIL ADDRESS. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
