- The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition center (TAC), located at 260 Industrial Way West, Eatontown, NJ, intends to enter into a contract on a basis of other than full and open competition for the Office of Information and Analytics (OI&A). The TAC intends to award a firm-fixed price (FFP) contract for an implementation and assessment of a clinical reasoning system. The actions are in regards to the service offering of an assessment system that will allow Veterans Health Administration (VHA) to perform an in depth, first-hand assessment within VA's environment of the value Clinical Reasoning system may offer. The Contractor shall provide support services to implement an existing, in-production Clinical Reasoning System for assessment purposes, encompassing: Contractor program management, software/hardware support, testing, configuration, integration, programmatic improvement, documentation, and deployment of the system solution as a service. These services will allow a VHA assessment on the question: In what ways can a leading clinical reasoning system help improve patient care, efficiency and outcomes within the VHA clinical environment? The service will be primarily evaluated in a simulated clinical workflow environment of pre-visit, visit, & post-visit scenarios, with physicians as the end users. The primary North American Industry Classification System (NAICS) is 541519 size standard of $25.5M. It is the intention of VA to issue a solicitation against this synopsis on or about October 31, 2013.
