Description
This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Dean Umathum at dean.umathum@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The intended contract period is a one-year base period plus (1) six month option period. Potential contractors shall provide, at a minimum, the following information to Dean Umathum at Dean.Umathum@va.gov. 1) Company name, address, point of contact name, phone number, e-mail address, and DUNS. 2) Is your firm eligible for participation in one of the following small business programs? (i.e., problems or any other issues experienced with similar contracts). Include comments on the Draft SOW. 5) How is the service, as described in the draft SOW typically priced? How could it be priced for a Government contract? 6) Provide a brief capability statement (Max 2 pages) with enough information to determine if your company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. The DRAFT Statement of Work follows. Thank you for your participation. STATEMENT OF WORK (SOW) as of 07 OCT 2013 1. Contract Title. Employee Shuttle Services for VA Puget Sound Seattle. 2. Background. The Seattle VA Medical Center will begin construction of a new parking garage on or around 16 December 2013. Construction will temporarily disable the use of over 274 parking spaces. The Seattle VA has established alternate parking for employees at 4735 East Marginal Way S, Seattle, WA 98134. The distance between employee parking and the main hospital is over 3 miles; therefore the Hospital must establish employee shuttle transportation to and from the hospital and the alternate parking location. 3. Scope. Shuttle service should be provided daily 0600-2000 hrs Monday through Friday except Federal holidays. There shall be increased service during peak hours between 0700-0830 hrs and 1600-1730 hrs. This contract is temporary and shall expire upon completion of the Parking Garage. 4. Specific Tasks. a. Contractor shall provide a shuttle service to and from 4735 East Marginal Way S, Seattle, WA and 1660 South Columbian Way, Seattle WA. b. Each shuttle vehicle shall be capable of handling a minimum of 25 passengers. c. Shuttle shall operate Monday through Friday, less Federal holidays as published. d. Service shall begin 16 December 2013 and last approximately 18 months.- e. There shall be at least two shuttles running continuously during peak hours of operation from 0700-0830hrs and from-1600-1730hrs. A minimum of one shuttle shall run approximately every 30 minutes from 0900-1600hrs and from 1800-2000hrs f. The contractor shall have a locally based backup vehicle available should a primary shuttle fail. 4. CONTRACTOR CERTIFICATION: The Contractor must ensure that all drivers in their employment maintain the following: a. A current Commercial Driver's License verified through the Department of Transportation (DOT), National Highway Traffic Safety Administration, National Driver Register, or an equivalent State program. d. A safe driving record. Driving records shall be reviewed for all new drivers, and driving records exhibiting an at-fault accident or moving violation will prompt a review of the driver's suitability for the transport of employees. Drivers may be limited or prohibited from transporting employees based on driving record or license status. e. All drivers must meet medical requirements for the operation of motor vehicles. 9. Driver training is to be conducted as follows: a. All drivers shall receive initial basic safe driver training and annual refresher to include defensive driving techniques, use of safety belts, and emergency response procedures. 10. Accident reporting a. Report vehicle accidents and incidents to the Contracting Officer with a formal accident report. b. Accident reports are to be forwarded to the facility Police Department 11. Contractor shall have full time central office dispatch available for troubleshooting any issues that may occur during execution of said service. 5. Performance Monitoring (if applicable). Performance will be monitored by the POC. The POC will evaluate the physical condition of Shuttle Vehicles as well as the contractors ability keep the shuttles operating within the proper time line during peak hours. 6. Security Requirements. The contractor will not require access to VA Facilities or information and therefore does not require a background check 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). NONE 8. Other Pertinent Information or Special Considerations. NONE: a. Identification of Possible Follow-on Work. NONE b. Identification of Potential Conflicts of Interest (COI). NONE c. Inspection and Acceptance Criteria. The COTR is responsible for certifying that the work done under the contract is performed to time and standard. They are also responsible to assure the inspection and acceptance of products provided incidental to services. A demo period or trial is not inspection of a product. 9. Risk Control NONE 10. Place of Performance. Seattle, WA 11. Period of Performance. 16 December 2013 for approx. 18 months 12. Delivery Schedule. NONE
