Description
The U.S. Army Acquisition Command - Aberdeen Proving Ground (ACC-APG) intends to modify Indefinite Delivery, Indefinite Quantity Contract W91CRB-11-D-0082 to extend the period of performance by 24 months using the authority of FAR 6.302-1(2)(ii), Only One Responsible Source and No other type of supplies will satisfy agency requirements. The current contract is presently awarded to Exelis Inc, Roanoke, VA. The extension is required to allow the procurement of 53,800 each AN/PVS-14 and AN/PVS-7 Systems, Night Vision Intensifier tubes and spare parts. Exelis and L-3 are currently the only two qualified sources that possess the requisite industrial capabilities (skills, processes, facilities, equipment and technologies to develop and manufacture image intensification tubes and systems. Military Night Vision and I2 tubes are considered defense unique technology due to the higher quality and performance requirements. The combination of the Signal-to-Noise-Ratio (SNR), Photocathode Response (PR), halo, and Equivalent Background Illumination (EBI) make the capabilities at Exelis and L-3 Communications uniquely qualified. Other manufacturers and their suppliers must be qualified by the Government to perform on this requirement. The qualification process takes a minimum of five years. The NAICS code is 335911 with a standard size of 500. Other sources interested in this requirement may identify their interest and capability by responding this notice. This notice is not a request for competitive proposals. The Government will only consider capability submission received within fifteen days after date of publication of this notice. Information provided will be used only for determining as to whether to conduct a competitive procurement. This determination to compete this requirement is solely within the discretion of the Government. All respondent must be registered in the System for Award Management (SAM), and a valid DUNS number, Cage Code, and Tax Identification Number.
