ITEM DESCRIPTION NSN 2510-01-299-2001 CRITICAL APPLICATION ITEM SHOCK ABSORBER, DIRECT ACTION SPECIFICATIONS/STANDARDS/DRAWINGS: I/A/W DRAWING NR 16236 CN-01-299-2001 REFNO DTD AMEND NR A DTD 04 DEC 07 TYPE NUMBER: REI-04-12058 I/A/W DRAWING NR 80020 624638 BASIC DTD AMEND NR C DTD 96 JUN 07 TYPE NUMBER: P/N 624638-1 Quantity: 54 Unit of Issue: EA Destination Information: FOB Delivery Schedule: 480 All responsible sources may submit an offer/quote which shall be considered. The solicitation will be available in FedBizOpps on its issue date of 10/18/2013. The Small Business size standard is 750 employees. Drawings/specifications will be available through the DIBBS solicitation link in the synopsis on the solicitation issue date. This proposed procurement includes a family group of items within the Federal Supply Class 2510 While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. MERCURY OR MERCURY CONTAINING COMPOUNDS SHALL NOT BE INTENTIONALLY ADDED TO,OR COME IN DIRECT CONTACT WITH,ANY HARDWARE OR SUPPLIES FURNISHED UNDER THIS CONTRACT. EXCEPTION: FUNCTIONAL MERCURY USED IN BATTERIES, FLUORESCENT LIGHTS, REQUIRED INSTRUMENTS; SENSORS OR CONTROLS; WEAPON SYSTEMS; AND CHEMICAL ANALYSIS REAGENTS SPECIFIED BY NAVSEA. PORTABLE FLUORESCENT LAMPS AND PORTABLE INSTRUMENTS CONTAINING SHALL BE SHOCK PROOF AND CONTAIN A SECOND BOUNDARY OF CONTAINMENT OF THE MERCURY OR MERCURY COMPOUND. (IAW NAVSEA 5100-003D). EXCEPTION TO NOTE 2: SUBMIT A PROPOSAL THRU THE CONTRACT ADMINISTRATOR ON HOW YOU WANT TO SERIALIZE THE PARTS, NSWC WILL AGREE, OR MAKE A DETERMINATION HOW THEY ARE TO BE SERIALIZED. GOVERNMENT FIRST ARTICLE TESTING REQUIRED: ONE SAMPLE TO BE DELIVERED IN THE UNPAINTED CONDITION IAW DWG 624638 REV C SEND TO: NAWCADLKE, CODE 4.8.13.2B, BLDG 148-2, HWY 547, LAKEHURST, NJ 08733-5125, ATTN: BRANKO TURCICH. "CERTIFICATE OF QUALITY COMPLIANCE IS MANDATORY" FULL AND OPEN COMPETITION APPLY A COMPLETED COPY OF BOTH FAT AND PLT RESULTS SHALL BE FORWARDED TO BOTH DSCC - FLBB ATTENTION PRODUCT ASSURANCE SUPERVISOR AND TO DSCC - VP ATTENTION MR. MARK DEEM. The Contracting Officer may utilize on-line reverse auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publically disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publically for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the reverse auction and that their prices may be publically disclosed, including to other offerors, during the reverse auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the reverse auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307.
