- NOTICE OF INTENT TO AWARD SOLE SOURCE: This notice is for informational purposes only. The 766 th Specialized Contracting Squadron, Joint Base Elmendorf Richardson (JBER), AK intends to award a sole-source, two (2) year bridge contract with an additional one (1) year phase-out option to ARCTEC Alaska Joint Venture. This contract will allow for the continued operations and maintenance of 15 geographically separated long-range radar sites, three remote radio sites, and maintenance of the Regional Air Operations Center (RAOC) within Alaska. The justification for restricting competition is in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) and (B), "services may be deemed available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements." The anticipated award date of the bridge is 1 October 2014 with a period of performance through 30 September 2017 including a transition year beginning 1 Oct 2016. This sole-source bridge procurement is intended to bridge the gap between the expiration of contract FA5000-04-C-0011 (30 September 2014) and will enable the competition of a contract estimated to be awarded 1 April 2015. The competed contract will consist of a transition period starting on 1 Oct 2015 with full operational capability starting 1 Oct 2016. This acquisition is classified under the NAICS code 561210. This is not a request for competitive proposals. No solicitation will be issued for this bridge contract. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. A special notice will be posted on Federal Business Opportunities (FBO) identifying the 673rd Contracting Squadron's Justification and Approval of this sole source procurement to ARCTEC Alaska Joint Venture on or about 14 days after issuance of this synopsis.
