- DESCRIPTION: This is a Combined Synopsis/Solicitation Notice for the following services under project number 436-14-001 - Commissioning Audit Corrections, VA Medical Center, 3687 Veterans Drive, Ft. Harrison, MT 59636. This will be a SERVICE DISABLED VETERAN OWNED BUSINESS SET-ASIDE. This is an Engineering Design and Construction Period Services Project. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL; NO SOLICITATION PACKAGE WILL BE ISSUED UNTIL AFTER AN EVALUATION HAS BEEN MADE ON THE PROVIDED SF-330. The NAICS code for this project is 541330- Engineering Services and the size standard is $14.0 million. Scope of Work The VA Montana Healthcare System requires the services of a qualified Architect / Engineer (A/E) firm to provide design services to correct energy deficiencies at the VA medical center located in Fort Harrison Montana. Fort Harrison is operating with severely old and outdated systems. The energy standards 20 years ago were nowhere near the standards today. Most of the equipment and utility systems at Fort Harrison are operating to the point of failure. Their operating parameters are not energy efficient and need to be replaced. Fort Harrison VAMC recently concluded a Retro-Commissioning Investigation. The attached report and associated documents from this investigation identifies a number of areas where improvements in energy usage can be recognized. This report will serve as the basis for the design effort. The A/E will review this report and make recommendations for focus areas of the design work with the cost/return value as the primary means of determining priority. Final priorities for design elements will be determined by the VA. At this time, the VA has identified a few primary items of interest. These are: "Replace remaining pneumatic controls with DDC controls. "Insulation of ducts and steam lines as appropriate. "Provide redundant cooling for the Pharmacy area and Computer Server room. "Retrofitting Constant Volume systems (specifically AC-1) with variable frequency drive and variable air volume boxes. Extensive phasing of the construction will be necessary to reduce periods of disruption to the extent possible. The design should clearly indicate phasing and construction durations for the independent phases on a phasing plan having its own dedicated sheet in the drawing set as well as clarification in the general requirements of the specification. A/E Requirements The anticipated construction cost associated with this design is expected to range between $800,000 and $1,000,000. The VA expectation is that the A/E will provide sufficient design services to utilize this entire construction budget. The A/E will provide an initial itemized construction cost estimate as part of the 30% submission from which the VA may choose to modify scope to reflect the anticipated construction budget, limiting design activities only to those items that can be provided within the cost limitations. This cost estimate shall be carried forward and modified to reflect changes on each subsequent submission. Design of the previously described systems must meet all applicable codes, regulations, and standards. This includes but is not limited to NFPA Codes, NEC, EPA, DEQ Regulations, OSHA 1926, and TJC Standards. Additionally, the A/E is required to meet all applicable laws and regulation not explicitly stated in this document. Design efforts and products shall be conducted and produced in compliance with VA Publications including Master Construction Specifications, Design Guides, and CAD Standards (http://www.cfm.va.gov/TIL). Compliance with public law regarding energy utilization is required, therefore selected equipment shall be designated FEMP or ENERGYSTAR compliant and exceed the performance standard specified in ASHRAE 90.1-2004 by 30%. A/E submissions are to comply with the requirements stated in PG-18-15 Volume C. The design submissions shall consist of progressively more complete documents consisting of the following: "Schematic Design (30%) "Schematic Design (50%) "Design Development (90%) "Design Development (95%) "Construction Documents (100%) "Final Construction Documents - Production Meetings to review the submissions shall be conducted via teleconference if determined to be necessary by the VA. Physical appearance by the A/E shall be made at the request of the VA and shall serve primarily as a means of involving all stakeholders to address concerns, but shall not exceed three (3) appearances throughout the design phase. The design shall incorporate phasing during the construction process to minimize impact to operations. An initial phasing plan shall be proposed and approved by the VA as part of the 50% submission, then be fully incorporated into the design at the Design Development stage. The final phasing plan shall specifically state work durations by area as separated by lease agreements. Specifications shall be derived from the VA Master Specifications and provided initially as part of the 90% submittal. The A/E will provide four sets of documents at each submission with the exception of the 100% submission, which will require only one complete 100% document set and an accompanying independent Cover Sheet stamped "CONSTRUCTION DOCUMENTS" for VA signatures. Prior to production of the Construction Documents, all sets shall be stamped as "NOT FOR CONSTRUCTION". At production of the construction documents, electronic set of drawings in AutoCAD 2010 and specifications in Microsoft Word 2007 shall be provided to the VA in addition to four (4) sets of full sized drawings, four (4) sets of half sized drawings and four (4) sets of specifications for procurement. To allow for posting, construction drawings shall also be provided electronically in half size (11x17) as PDF files. A schedule shall be provided by the A/E utilizing Microsoft Project and adhering to the basic schedule noted in this document. Existing Site Conditions The location of work is throughout Building 154, 154A, 150, and 141 on the VA medical Center campus in Fort Harrison Montana. The expectation of the VA is no asbestos abatement should be necessary for this project; however this assumption is to be validated by the A/E through site investigation. The VA has limited electronic drawings reflecting existing conditions. Specifics for all systems that are the subject of design should be site verified by the design team. The A/E will act as a consultant to the VA for the duration of project, and will serve as primary response to receive RFI's from the contractor. During construction, the A/E will provide a representative familiar with project to make a site visit when requested by the VA. Include five (5) construction period site visits in proposal. A representative from the A/E will be expected to attend wall rough-in, above ceiling and final project inspections that will be scheduled by the VA and count as one of the five site visits only if the relevant specialties are represented. Following Construction, the A/E shall complete as-built drawings from contractor provided red-lines and furnish electronically in the most current AutoCAD version on CD to the VA. GENERAL Coordinate all work through the COR. All design and work will conform to the current edition of the VA Master Specifications and VA Design Standards as published at the following site: www.cfm.va.gov; ASME, OSHA, IBC 2009, NFPA and NEC building codes and standards. The AE firm will prepare drawings and specifications in sufficient detail such that qualified outside General Contracting companies can prepare accurate and timely proposals for the desired construction work. Microsoft Project scheduling and management software will be used by both the A&E and Contractors to allow for regular tracking of schedules and work by the VAMC. Schedules with MS Project will be regularly sent to the COR upon project initiation and whenever significant changes occur in the schedule. All work must be designed within a construction cost range of $800,000 to $1,000,000. The AE will provide an initial estimate of cost to perform the above work and will design only those items that can be provided within the cost limitation. The Medical Center must remain operational throughout the construction period and a detailed sequence of work will be provided by the AE to minimize impact of the construction. The AE will provide documents at each submission as indicated in the statement of work. The NAICS code for this project is 541330, Engineering Services. A SITE VISIT WILL TAKE PLACE DURING NEGOTIATIONS. Written Questions should be submitted no later than 2:00 PM Mountain Standard Time (MST) November 1, 2013 to Emil Abraham at emil.abraham@va.gov. The emailed file shall not exceed 5MB in total. OFFERORS WILL BE EVALUATED ON THE FOLLOWING CRITERIA: 1)Professional qualifications necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. (6)Energy Conservation/Sustainable Design Experience and Credentials. List all design members who have LEED AP credentials. List examples of projects designed with minimum LEED silver certification for projects with similar size and scope. (7) Project Implementation Plan. Provide implementation plan with any anticipated problems and potential solutions. (8) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (9) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. (10) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises at the time of submission of proposal. Failure to be both VERIRIED by CVE and VISIBLE on VetBiz at the time of proposal submission will result in the offeror's proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so. VA NOTICE OF TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (DEC 2009) (a) Definition. For the Department of Veterans Affairs, "Service-disabled veteran-owned small business concern": (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) "Service-disabled veteran" means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). (b) General. (1) Offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. (2) Any award resulting from this solicitation shall be made to a service-disabled veteran-owned small business concern. (c) Agreement. A service-disabled veteran owned small business concern agrees that in the performance of the contract, in the case of a contract for: (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns; (2) Supplies (other than acquisition from a non-manufacturer of the supplies), at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or other eligible service-disabled veteran-owned small business concerns; (3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible service-disabled veteran-owned small business concerns; or (4) Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible service-disabled veteran-owned small business concerns. (d) A joint venture may be considered a service-disabled veteran owned small business concern if- (1) At least one member of the joint venture is a service-disabled veteran-owned small business concern, and makes the following representations: That it is a service-disabled veteran-owned small business concern, and that it is a small business concern under the North American Industry Classification Systems (NAICS) code assigned to the procurement; (2) Each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement; and (3) The joint venture meets the requirements of paragraph 7 of the explanation of Affiliates in 19.101 of the Federal Acquisition Regulation. (4) The joint venture meets the requirements of 13 CFR 125.15(b). (e) Any service-disabled veteran-owned small business concern (non-manufacturer) must meet the requirements in 19.102(f) of the Federal Acquisition Regulation to receive a benefit under this program.
