- Justification for an Exception to Fair Opportunity The Contractor shall furnish all labor, material, and equipment necessary to perform the proposed work. On behalf of the Army National Guard Directorate (ARNG), a new firm-fixed price task order using Fiscal Year 13, Operations and Maintenance Army funds is required to complete a PHase II ORA at Camp Shelby, MS. As a logical follow-on to previous work done by URS Group, Inc. (URS). The Camp Shelby Training Center occupies approximately 139,000 acres in southeastern Mississippi. The ARNG-Directorate requires completiion of the Phase II Operational Range Assessment on the operational ranges at the ARNG installation. The goal of Phase II Assessment is determining whether or not there has been a release of munition constituents above critical exposure thresholds from a range to an off-range area.
