- NASA/ARC plans to issue a Request for Proposal (RFP) for the Aerospace Testing and Facilities Operations and Maintenance -4 (ATOM-4) requirement.An estimated schedule of milestones can be found below.This pre-solicitation synopsis is issued to replace Request for Information synopsis AEROSPACE TESTING AND FACILITIES OPERATIONS AND MAINTENANCE -ATOM REQUEST FOR INFORMATION, SOL ATOM-4_Request_for_Information posted on February 7, 2013. This requirement will be issued as a Full and Open Competition procurement. The NAICS Code and Size Standard are 561210 and $35.5 M, respectively. The ATOM-4 procurement will result in a Cost-Plus-Award-Fee (CPAF) contract consisting of a Definitive CORE requirement and Indefinite-Delivery Indefinite-Quantity (IDIQ) Task Orders. The proposed Sub-contract Goals for this procurement are as follows: Total Small Business 30%; Small Disadvantaged Business 17.0%; Women-Owned Business 8.0%; HBCU/MI 0.6%; HUBZone 2.0%; Veteran-Owned 4.0%; Service-Disabled Veteran-Owned 1.5%. The tentative ATOM schedule is shown below: Issuance of Draft Solicitation November/December 2013 Pre-Proposal Conference and Tour approximately 2 weeks after posting of Draft Solicitation Comments on Draft Solicitation approximately 2 weeks after Pre-Proposal Conference and Tour Final solicitation February/March 2014 Proposals Due April/May 2014 Contract award June/July 2014. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be for 5 years with a two-year base period and three one-year options. The ATOM-4 procurement is a re-compete of the Aerospace Testing and Facilities Operations and Maintenance (ATOM) contract. Support services include testing, operation, maintenance, repair, development and special project support for the Wind Tunnel, Arc Jet Complex, and associated support facilities at NASA Ames Research Center. These facilities include but are not limited to: Subsonic Wind Tunnels, Pressure Wind Tunnels, Transonic Wind Tunnels, Ballistic Range Complex, ArcJet Complex, Fluid Mechanics Laboratory, and Sensor Development Laboratory. These facilities are national aerospace test facilities utilized by NASA, private industry, universities, DOD, and other government agencies. The work will be performed primarily at Ames Research Center (ARC), Moffett Field, California. CURRENT CONTRACT FEATURES: The current NASA Ames Aerospace Testing and Facilities Operations and Maintenance (ATOM) Services Contract NNA09DB39C with Jacobs Technology Inc. has the following features: 1) Period of Performance: 7/1/09 6/30/14. 2) Contract Type: Cost Plus Incentive Fee (CPIF) with both Cost and Performance Incentives. 3) The contract was awarded under Full and Open Competition. 4) The current value of the contract is approximately $200M. NASA FAR Supplement Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is Deborah Feng (deb.feng@nasa.gov, 650-604-0256). No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror's responsibility to monitor Federal Business Opportunities (FedBizOpps/FBO) and the NASA Acquisition Internet Service (NAIS) for the release of a solicitation and amendments (if any). Prospective offerors shall notify this office of their intent to submit an offer. Notification is hereby provided of the availability of the Contracting Officer and Technical Representative to meet with interested parties on Mondays through Thursdays from 9:00 am to 3:30 pm for one half hour meeting once before the draft Request For Proposal (RFP) is released and once after the draft RFP is released.
