- FY14 F-16 AIRCRAFT COVERED WASHRACK AND PAD, HOLLOMAN AIR FORCE BASE, OTERO COUNTY, NEW MEXICO The proposed procurement is a Lowest Price Technically Acceptable (LPTA) Request For Proposal (RFP), open to Service-Disabled Veteran-Owned Small Business Concerns (SDVOSBC). NAICS is 236220/SIC 1542, with a size standard of $33,500,000.00. The magnitude of construction for this project will be between $1,000,000.00 and $5,000,000.00. Bonding will be required for this acquisition. Offerors' attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 15 November 2013, with proposals due on or about 15 December 2013. Offerors are advised that this requirement may be delayed, canceled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT consists of constructing a new outdoor covered washrack with a support building and a concrete washrack pad for F-16 aircraft. The covered washrack is a 501 SM (1,643SF) metal structure with a metal roof and open sides that shield the aircraft from the sun.. The structure will contain lighting, power receptacle, grounding, and plumbing connections. The support building (22SM or 72SF) is a pre-engineered structure that provides the detergent storage and pumps to wash the aircraft. Included is a small office and unisex bathroom. Associated with the washrack is a new light traffic mixed load concrete pad, 2,206SM or 7,237SF), that provides access to the facility. The adjacent taxiway hotel will remain aircraft active during the construction. Provisions for FOD (foreign object debris) control and low level barriers shall be provided by the contractor. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
