Description
Fire Life Safety Upgrades and Modernization Project at Northeast Philadelphia Airport Air Traffic Control Tower, Philadelphia, PA Request for Qualifications “ Screening Information Request (SIR) 1.Purpose: The purpose of the SIR is to seek competent and suitable sources for the subject project. Responses to the SIR shall be used to screen qualified companies. The FAA will evaluate each response received and make a selection of qualified offerors based on the evaluation criteria established in this SIR. The SIR evaluation process may involve face-to-face negotiations with one or more offerors. The intent of these negotiations is for the FAA evaluators, to gain a better understanding of the proposed project and/or to clarify evaluation information submitted by the offeror. All offerors that are eliminated from the competition will be notified in writing. 2.Written responses to this SIR are due by Noon on 11/6/2013. 3.Project Scope: Fire/Life/Safety Upgrade and Modernization Project serving the Airport Traffic Control Tower (ATCT) facilities at Northeast Philadelphia Airport in Philadelphia, PA. The work includes, but is not limited to, furnishing and installing all labor, materials, supplies, and equipment necessary as described in this specification and drawings. The work under this contract includes, but is not limited to, the following: a.Air Traffic Control Tower (ATCT) Roof: Removal all existing roofing membrane and insulation. Furnish and install new fully adhered PVC roof, inclusive of insulation, cover board, and flashing. b.Air Traffic Control Tower (ATCT) Traction Elevator: Modernization of existing ATCT traction elevator, including replacement of controller, signals, motor, and refurbishment of the car finishes. Construction of new wall assemblies to create an Elevator Machine Room on 1st floor. c.Fire and Life Safety Upgrades: Replacement of the existing fire detection and alarm system. Construction of new fire rated partitions. Furnish and install firestopping in fire rated walls. d.Air Traffic Control Tower (ATCT) Interior Finishes: Interior painting of walls as noted. Replacement of existing carpeting with new broadloom carpeting and ESD carpet tiles as noted. Installation of government furnished acoustical ceiling tiles in existing grid. Replacement of existing unit kitchen in ATCT cab with new without cooktop. Selective demolition in ATCT cab. New ATCT cab ceiling grid, tiles and support system to be provided and installed by the contractor. e.Base Building Interior Finishes: Interior painting of walls. Replacement of existing broadloom carpeting and LVT flooring and vinyl wall base. Replacement of acoustical ceiling panels. f.Air Traffic Control Tower (ATCT) HVAC: Replacement of existing roof top HVAC unit, inclusive of curb, ductwork, diffusers and grilles, and thermostats and controls. Replacement of existing ductless split HVAC units, inclusive of piping and controls. Replacement of electric unit heaters. Replacement of exhaust fan in Equipment Room. Replacement of existing through-the-wall heat pump in 6th floor Equipment Room. g.Air Traffic Control Tower (ATCT) Electrical: Replacement of existing power distribution panels, including new TVSS, conductors, grounding, raceways and associated terminations. Provide power for new HVAC equipment as necessary. Selective demolition and modification to lightning protection system. h.Electrical Site Work: Replace existing liquid-filled transformer. i.Hazmat: Abatement of Asbestos Containing floor tiles as necessary for the accomplishment of work. j.Miscellaneous Air Traffic Control Tower (ATCT) Work: Replace existing central vacuum. Relocate plumbing piping at 6th floor Toilet Room. Eliminate air gap fitting and install new air admittance valve for sink in ATCT cab. k.Miscellaneous Base Building Work: Relocate existing CCTV and gate release and video intercom unit from Break Room to Reception Area. Provide new video monitor. Install new mop sink in Janitor ™s Closet. Remove existing water cooler from Janitor ™s Closet. 4. Anticipated Award Date: November 22, 2013 Period of Performance: 240 calendar days Estimated Price Range: $500,000 - $550,000 5. Construction Drawings and Specifications will be provided electronically for Offerors that advance to Phase 2 of the procurement process. 6.Prospective offers are required to submit a qualifications proposal as discussed herein. Proposals will be technically evaluated as either "acceptable" or "not acceptable" on the basis of the criteria listed below. Any proposal determined to be "not acceptable" in any of the following criteria, will render the entire proposal to be unacceptable and therefore removed from further consideration. One-on-one discussions may be held, at the option of the Government, with one or more offers, as determined necessary by the Contracting Officer, to clarify statements, resolve issues and omissions, etc. 7.Availability of funds: The government's obligation under the subject SIR is expressly contingent upon the availability of appropriated funds for each phase from which payment can be made. Offerors are hereby advised that no liability on the part of the government shall arise for bid and proposal costs. 8.Qualifications Proposal Content shall be submitted electroniically to Maria.Rosu@faa.gov A prospective offeror must submit a complete qualifications proposal, which will encompass, but is not limited to, the content set forth herein. All proposal areas must be fully addressed. A negative response is required in the event of no experience for a particular area, or for any item that is not applicable. Any omission, partial, or vague responses may lead to the rejection of the offeror's proposal without discussions with offeror. The government reserves the right to use and evaluate any and all available information pertinent to any offeror and its subcontractors, in addition to the data incorporated in the submitted qualifications proposal, and which may be related to performance periods beyond the last five (5) years. Each proposal shall have a cover page/title sheet that identifies the company name. Also, each proposal shall have a table of contents. Contractor Qualifications: Offerors must demonstrate that they meet the following qualifications by citing a specific project or projects during which they accomplished the qualification criteria. For projects wherein the offeror was a subcontractor, provide a point of contact (name, phone number, and address) is required for the General or Prime Contractor as well. The government reserves the right to verify performance by soliciting feedback from the sponsor/owner/customer and/or General Contractor: Project Data: For each project used to demonstrate the offeror has met or exceeded the applicable criterion, provide at a minimum the following data: 1. Project title, description, and contract number 2. Dollar value 3. Customer names, address, phone number/email, and contact person 4. State scope of work performed 5. Performance period (i.e. dates and number of calendar days) 6. Ability to meet schedules and budget constraints 7. Any noteworthy technical problems encountered and solution 8. Any contractual issues or technical matters disputed and resolution thereof 9. Any claims and resolution thereof (i.e. nature, number, dollar value) Evaluation Criteria: All of the following qualifications will be rated Acceptable/Unacceptable. A rating of Unacceptable in any single area will render the offeror disqualified. Offerors have the responsibility for demonstrating they meet the mandatory qualifications. Offerors that fail to receive a rating of "acceptable" in any of the Mandatory Qualifications will be removed from further consideration. Achieving an "acceptable" rating on all evaluation criteria only determines invitation to Phase 2 of the procurement process. Mandatory Qualifications: Firms shall provide a letter from the Bonding Company and the Insurance Company stating that they have sufficient financial resources/rating and ability to complete and provide the following: a. Performance and Payment Bonds for 100% of the construction value. b. Insurance coverage as follows: - Workers Compensation Insurance - Commercial and General Liability $2 Million - Commercial Auto Liability $2 Million c. Successful completion of roofing projects in the past 5 years. d.Successful completion of projects involving the construction of a new or refurbishment of a traction elevator, including replacement of controller, signals, motor, and car finishes and Elevator Machine Room in the past 5 years. e.Successful completion of projects involving the construction of a new or replacement of the existing fire detection and alarm system. Construction of new fire rated partitions and firestopping in fire rated walls in the past 5 years. f.Successful completion of projects involving interior finish work including interior painting of walls, carpeting, cabinet work, and installation of acoustical ceilings including grid, support system, and tiles in the past 5 years. g.Successful completion of projects involving Plumbing and HVAC work in the past 5 years. h.Successful completion of projects involving electrical work in the past 5 years including pad mounted transformers, power distribution panels, TVSS, conductors, grounding, raceways, lightning protection, and associated terminations. i.Successful completion of projects involving abatement of Asbestos Containing materials in the past 5 years. j.Successful completion of projects involving demolition in the past 5 years. Any Offeror determined to be "not acceptable" in any of the evaluation criterion shall render the offeror to be disqualified and therefore rejected from further consideration. The government may reject any and all offers and waive informalities or irregularities in submitted documents. The government reserves the right to consider any references or items of past performance and not to be limited to those for similar projects or only to those submitted by the offeror. One-on-one discussions may be held, at the option of the government, with one or more offerors, as determined by the Contracting Officer, to clarify submitted materials, resolve issues, and/or omissions. However, the offeror is advised that the Government reserves the right to Not accept or reject offers without discussions. Offerors should ensure that their submissions are complete and accurate. Failure to submit required information may result in rejection in accordance with AMS guidelines. Offerors determined to be qualified will be provided with a full set of plans and specifications from which to develop technical and cost proposals for consideration in Phase 2 of the evaluation. Procurement Process (a) Phase 1 - Screening Information Requests (SIR). Review and evaluation of each offeror's qualifications proposal. A submitted proposal must be deemed to be either "acceptable" or "not acceptable". Achieving an "acceptable" rating on all evaluation criteria only determines invitation to Phase 2 of the procurement process. The Contracting Officer will promptly notify offerors that they (offeror) will be invited to participate in Phase 2 of the procurement process. (b) Phase 2 - Request for Offer (RFO): Issuance of the solicitation documents. Those offerors with "acceptable" proposals in response to this SIR (Phase 1) will be sent a complete solicitation package inclusive of plans and specifications, and contract terms and conditions. Issuance of the solicitation package to all offerors who are deemed śacceptable ť in Phase 1. (c) Award review and selection. The Government will make award to the responsible offeror whose proposal conforms to the solicitation terms and conditions, and is the lowest price offer. The Government reserves the right to award on initial offers without discussions or to conduct one-on-one discussions with one or more offerors to clarify issues relating to scope, pricing and responsibility.
