- Supreme Allied Commander Transformation Headquarters (HQ SACT) is seeking contract support to provide subject matter expertise for updating and administering the web portals for TNB. Some but not all duties include: - Day to day maintenance of web portal with over 3000 registered users. - Analysis of current portals with recommendations for improvement. - Implementation of agreed improvements. - Manage, maintain and improve the TRANSNET and other information portals that are major tools for SACT to develop, manage and maintain the Transformation Network (TN). These portals provide a unique information sharing platform for the Transformation efforts in NATO, nations and other entities. - Design, develop, implement and maintain the replacement portals for the now aging TNB web portals. - Directly responsible to TNB Branch Head for the management of web portal assignments, including design of the overall information structure and graphical style. Selection of appropriate tools, templates and standards for the creation of these advanced, high profile portals. - Apply sound Information Management and Knowledge Management (IM/KM) methodology to the Portals to ensure that transformational information is easily accessible to users. - Set design and coding standards, taking into account hardware, bandwidth and browser compatibility issues, ensuring the portals constantly and consistently conform to all relevant NATO standards, requirements and security regulations. - Assist TN entities to establish and maintain their presence on the Portals. Ensuring the information contained within the portal is current and relevant, contacting TN contributors as necessary. - Research additional related websites to determine suitability for integration in the Portals. - Analyse portal logs to determine visitor profiles, actions, traffic patterns and usage statistics in order to improve the portals. - Manage privileged access to the portals, including granting and revoking accounts. - Train users and content managers on their roles and responsibilities with regard to the portals. The bidding procedure will be Sealed Bidding (two envelopes) The period of performance will be 20 January 2014 - 19 January 2015 with the possibility of one option period (20 January 2015 - 19 December 2016). The reference for the Invitation for International Bidding (IFIB) is ACT-SACT-13-11. Potential prime contractors must 1) be pre-approved for participation in NATO International Competitive Bidding (ICB) and 2) must have performed contracts within the last three years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and have appropriate professional training and experience in a related field. BIDDING PROCEDURE NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES Firms should request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application) by: 25 November 2013 Please note, however, that HQ SACT will accept nominations to the bidders list (DOEs) past the nomination deadline and up to the bid closing date.
