Description
•1.0 Description This announcement constitutes a REQUEST FOR INFORMATION (RFI) Synopsis. THIS IS NOT A REQUEST FOR PROPOSAL. This RFI is issued solely to assist the Naval Air Systems Command (NAVAIR) in support of PMA-261 in obtainingseeking information on how an interested contractor could provide non-developmental components (a display and mission computer/moving map processor or a smart display) capable of rendering moving maps for the MH-53E. PMA-261, Ms. Julieta Booz and Lt. Col Doug Ogden are the acquisition Program Managers for this potential effort. Background: The Navy MH-53E had begun integration on a full glass cockpit. Due to funding shortfalls this effort was cancelled. The current effort is to incorporate a low cost display solution capable of displaying a moving map with own ship position obtained via 1553 PPS GPS and additional overlay information including RNP/RNAV required data. This display will be integrated into the current cockpit. This modification will affect 29 MH-53E aircraft with two to four displays per aircraft. The effort is anticipated to commence in Fiscal Year 2014. Non-developmental products are desired. •1.1 References MIL-STD-704A MILITARY STANDARD: ELECTRIC POWER, AIRCRAFT, CHARACTERISTICS AND UTILIZATION OF (09 AUG 1966) [SUPERSEDING MIL-E-7894A], MIL-STD-461F DEPARTMENT OF DEFENSE INTERFACE STANDARD: REQUIREMENTS FOR THE CONTROL OF ELECTROMAGNETIC INTERFERENCE CHARACTERISTICS OF SUBSYSTEMS AND EQUIPMENT (10 DEC 2007), MIL-STD-810G DEPARTMENT OF DEFENSE TEST METHOD STANDARD: ENVIRONMENTAL ENGINEERING CONSIDERATIONS AND LABORATORY TESTS (31 OCT 2008) MIL-L-85762A MILITARY SPECIFICATION: LIGHTING, AIRCRAFT, INTERIOR, NIGHT VISION IMAGING SYSTEM (NVIS) COMPATIBLE (26 AUG 1988) •2.0 Requested Information The solution will consist of multiple displays and a moving map processor. Alternatively "smart displays" with internal moving map processing are also acceptable. The vendor does not need to provide all components of the system. •2.1 Displays The display should have a minimum viewing size of 4" X 4" with a display size of approximately 5" x 7" being optimum. The display should meet (or be capable of meeting) MIL-STD-704A, MIL-STD-461 and MIL-STD-810. The display should be NVG compatible per MIL-L-85762A and capable of displaying video. For displays that require a video input, preference is for multiple video inputs and formats such as SMPTE-292M, RS 170, PAL and NTSC video. Information on capability to provide analog, discrete interfaces and software to replicate analog flight instruments should be provided. Low cost, non-developmental products preferred. Vendors of products that may be a good fit (not all of the above requirements must be met) should send information on screen size, display size (screen and enclosure), inputs and outputs, power requirements and cost. •2.2 Moving Map Processor The moving map processor should meet (or be capable of meeting) MIL-STD-704A, MIL-STD-461 and MIL-STD-810. The preferred interfaces are MIL-STD-1553B, Ethernet and multiple video output formats such as SMPTE-292M RS 170, PAL and NTSC video. The Moving Map Processor preferably would be capable of providing two separate maps concurrently with one to each display for a two display system. It should be capable of video rendering. It may be incorporated with the display. Method of obtaining and loading maps needs to be addressed from mission planning to loading avionics, prefer compatibility with existing fielded data loaders. Time for loading the maps and map coverage is a concern. The software must be suitable for displaying own-ship position. Vendors of products that may be a good fit (not all of the above requirements must be met) should send information on computer size, power requirements, inputs and outputs, processing and memory storage capabilities and cost. 3.0 Responses Responses in Microsoft Word for Office 2000 compatible format or Adobe PDF are due no later than 29 November 2013, 1600 EST. Responses shall be submitted via e-mail to the technical point of contact in Section 7.0. The respondee shall submit an email transmittal to the NAVAIR contract specialist stating the date and time that a response was provided to the technical point of contact. All responses must be UNCLASSIFIED. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. If any respondee does not currently have a Proprietary Data Protection Agreement (PDPA) that would permit the NAVAIR support contractors listed below to review and evaluate responses to this RFI, the respondee is requested to sign PDPAs with these NAVAIR support contractors for this purpose. In the absence of either of the foregoing, the Government will assume that the respondee does NOT agree to the release of its submission to Government support contractors. d. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541512, Computer Systems Design Services. e. The facility security clearance of the respondee. f. The responding company's intention to perform the work as the prime contractor or if it desires to subcontract with a prime contractor. 4.0 Industry Discussions NAVAIR representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the technical point of contact no later than 14 November 2013. Verbal questions will NOT be accepted. The Government will not answer questions received after 14 November 2013. 6.0 Summary THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website.
