- Description
- Per FAR part 8.405-6 and FAR part 5.207, order shall be posted to FedBizOpps within 14 days of award. Due to the Government shutdown the post was not able to be submitted on time. Award was made on 9/26/2013. This requirement was for a contractor to provide FIMS Enhancements in accordance with Homeland Security Presidential Directive 9 within the Office of Data Integration and Food Protection (ODIFP). ODIFP, along with The FSIS Office of the Chief Information Officer (OCIO), has developed a system, including a Directive, manual and the web-based software application called the "FSIS Incident Management System (FIMS)" to manage, receive, track, report, and assist in following significant incidents identified by the Agency. FIMS facilitates FSIS' response to, and management of, significant incidents impacting FSIS regulated products, facilities, and employees. The purpose of FIMS Enhancements is to remedy security flaws in the system by integrating FIMS with the FSIS Security Framework and Policies. ODIFP coordinates FSIS's data collection, analysis, and integration activities across all program areas of the agency. It was determined through collaboration with both ODIFP and OCIO that due to the Contractor's familiarity with the FIMS system and the critical, time-sensitive and information sensitivity of this project, along with the collaboration of the configuration management processes of the FIMS system, the Contracting Officer determined that the the policies and procedures prescribed in Federal Acquisition Regulation (FAR) Part 8.405-6(a)(1)(i)(C) would be appropriate for this action. This requirement would constitute a "logical, follow-on" to the existing FIMS contract no. AG-3A94-D-12-0218, originally competed one year ago on the GSA-E-buy system and awarded to Harmonia Holdings Group. Period of Performance: September 28, 2013 thru September 27, 2014, This work will be funded solely by FY 2013 Funds.
