- In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to modify the current single-source contract with Northrop Grumman Corporation (NGC). NGC provides the storage, installation, training, and engineering support of previously purchased and built FAA baseline NGC Digital Voice Recorder (DVR) and Rapid Deployment Voice Switch (RDVS) and Enhanced Terminal Voice Switch (ETVS). The installation includes the upgrade of hardware and software, as well as, the repair and/or replacement of installation failures. The FAA proposes to issue a contract modification against Contract No. DTFAWA-06-C-00013 to incorporate Small Tower Voice Switch (STVS) with NGC. The storage and installation activities will add one (1) year to the current nine (9) year contract for a total contract length of ten (10) years which will end on 08 February 2015 and increase contract ceiling. There are no follow on requirements. A competitive solicitation is not available for this procurement. Any firm that believes they have the technical ability to perform installation (including repair and/or replacement of installation failures), training, and engineering support for STVS are requested to submit their firm ™s capability, qualifications and experience for the requirements outlined above and the FAA will evaluate such information accordingly. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this RFI/Market Survey announcement. Therefore, any costs associated with RFI/Market Survey submissions will be solely at the interested party ™s expense.. Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals To ensure full consideration by the FAA, responses to this RFI/Market Survey should be submitted not later than 10:00 A.M. local time on 08 November 2013, to the following address: Federal Aviation Administration Attn: Dana D. All responses (one response per company) are to be provided on company letterhead. No type font less than 12 point may be used.
