Description
In accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, the government intends to complete a long term sole source firm fixed price contract with the National Institute of Building Sciences (NIBS), a nonprofit, nongovernmental organization, for access to the Design Review and Checking System (DrChecks(SM)) application of the Project Extranet (ProjNet(SM)) suite of applications which was developed by the U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Construction Engineering Research Laboratory (CERL) under Patent Application No. 60/841,460 entitled quote mark Web-Based Services Enabling Structured Secure Communication Related to the Design and Management of Projects. quote mark The Federal Technology Transfer Act of 1986, 15 USC 3710(a), as amended, and Army Regulation 70-57 require that developments by Federal Laboratories be made accessible to private industry and state and local governments. As such, ProjNet(SM) is maintained through a Cooperative Research and Development Agreement (CRADA) between USACE ERDC CERL and NIBS. ProjNet(SM) is a suite of web-based services that allow for the secure and structured exchange of design and construction information among supporting government project teams and their business partners. Access to the ProjNet(SM) suite of applications is administered by NIBS. The DrChecks(SM) application of ProjNet(SM) supports the identification and resolution of issues related to design and other documents. Multiple authorized users throughout the world can communicate and resolve design issues thru comments and responses. DrChecks(SM) maintains a complete record of this collaborative effort, including all comments, changes, and resolutions and is available to all project partners throughout the entire design, bid, and build process. Per Engineering Regulation (ER) 1110-1-8159, the use of DrChecks(SM) is mandatory for all military and civil projects requiring design review.
