Attachment 2 - MSRAM Skills, Tools, and Experience Attachment 1 - Draft PWS THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request for information is for planning purposes only and does not constitute an Invitation for Bid, Request for Proposals, Solicitation, or Request for Quote; or an indication that the Government will contract for the items in this RFI. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The purpose of this market research is to identify possible available sources able to provide support to assist the United States Coast Guard (USCG) with Domestic Security Risk Analysis, Maritime Security Risk Analysis Model (MSRAM) Data Analysis, and related Project Management Support. The anticipated requirements are outlined in the attached DRAFT Performance Work Statement (DPWS, Attachment 1) and MSRAM Skills, Tools, & Experience (Attachment 2). The USCG requests the following information from respondents: 1. Include Company name, address, phone number and point of contact. 2. Include Company's DUNS number. 3. Provide the North American Industry Classification System (NAICS) code to perform the tasks described in this RFI, and provide your company's size status for the referenced NAICS, (certified HUB Zone, small disadvantaged, woman-owned, veteran, service-disabled veteran-owned, 8(a) small businesses concern or large business). 4. Provide proposed contract vehicle(s) to perform tasks described in this RFI; (DHS Strategic Sourcing Contracts, GSA Schedule Contracts, etc.) if applicable. 5. Provide any teaming arrangements, if applicable. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 6. Describe the capability and experience to perform the required MSRAM skill set contained in Attachment 2. 7. Demonstrate experience and subject matter expertise with a blast effect modeling using the Vulnerability Assessment and Protection Option (VAPO) tool, including estimating likely consequences to a building failure and human casualty as part of the modeling. Please provide examples of recently completed similar types of modeling work and provide a POC for whom the work was done (Section 5.1.1.1 - Blast Modeling Support of DPWS). 8. Demonstrate expertise conducting chemical plume dispersion modeling with the Second-order Closure Integrated Puff Model (SCIPUFF). Demonstrate delineation of the steps you would take to calculate the potential death and injury consequences of a release of a toxic chemical in a high-density population area. Please include a recommended methodology to account for different levels of chemical exposure for people indoors and outdoors. Please provide examples of recently completed similar types of modeling work and provide a POC for whom the work was done (Section 5.1.1.2 - CDC Plume Modeling Support of DPWS). 9. Based on the information provided in section titled "Maritime Terrorism Risk Assessment Methodology Development" in Attachment #2, provide a description of analyses applied to identify the items listed in the DPWS (Section 5.2.1 - Statistical Analysis and Review of MSRAM Data). 10. Based on the quantitative risk assessment framework in MSRAM, provide a recommended methodology and data collection process using existing USCG resources to analyze the risk of radiological/nuclear attack scenarios on high-density population area. If unable to provide a recommended methodology, provide a suggested methodology based on previous work and provide examples of previous work. (Section 5.2.5 - Risk Analysis of Radiological/Nuclear Attack Scenarios of DPWS). 11. Provide a narrative to describe the feasibility of converting chemical plume modeling and risk information display capabilities that currently coded on an ESRI platform in the CG Enterprise GIS onto the Homeland Security Information Network (HSIN). If unable to provide, demonstrate other capabilities and experience with programming/coding in ESRI and in HSIN (Section 5.14.2 - Conversion of the RMW onto the Homeland Security Information Network (HSIN) of DPWS). 12. Describe experience or expertise with incorporating game theory principles to a probabilistic risk assessment (PRA) methodology similar to the one used for MSRAM to improve analysis or decision-making capabilities of the PRA model. This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified in the future. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to the RFI should be no more than fifteen (15) pages excluding the cover sheet. Questions or requested clarifications regarding this RFI must be submitted no later than (NLT) October 30, 2013, 12:00 PM ET.
