Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for planning purposes. This is NOT a request for proposal/quotation and in no way obligates the Government to award any contract. The Base Contracting Office, Bangor Air National Guard Base, Bangor Maine is issuing this notice to determine if there is an adequate number of qualified interested small business concerns capable of performance on a Horizontal/Paving Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) to complete various paving and related projects at the Bangor Air National Guard Base, Bangor, Maine. Typical work includes, but is not be limited to: Repair of various PCC and ACC airfield pavements, repair of various PCC and ACC roads and parking lots, installation of drain structures and utilities, installation of new pavements of various types and configurations, perform maintenance on various pavements as directed, apply pavement markings as directed, install sidewalks and curb and gutter where shown, install and maintain turf, restore turf in areas disturbed by paving operations, perform ditching operations, erect barricades to control access and protect paving operations, concrete, and other related work. All will be in accordance with individual task order requirements, specifications and drawings provided with each project or master specifications. Qualified contractors must be able to self-perform a minimum of 25% of the work performed under the individual task orders. The government anticipates award of a minimum of five (5) individual MATOC contracts, providing sufficient qualified contractors to present offers. The total contract period, to include options, shall not exceed five (5) calendar years. Delivery Orders will range from $2,000.00 to $5,000,000.00. The total of individual task orders placed against this contract shall not exceed $20,000,000.00 to any one contractor. The North American Industry Classification System (NAICS) codes for this work are 237310 and 238910. The small business size standard for 237310 is $33.5 million average annual revenue for the previous three years. The small business size standard for 238910 is $14 million average annual revenue for the previous three years. Facilities are primarily located at the Bangor Air National Guard Base, Bangor, Maine; however, work may be required at the South Portland Air National Guard Station (SPANGS) as well as Maine Army National Guard facilities throughout the State of Maine. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Small Business concerns who believe they can responsibly perform this requirement should complete and submit the attached Sources Sought Information Request Form to the Contract Specialist no later than 6 November 2013. Note: All information submitted is response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement.
