Description
Request for Information Marine for Life Electronic Network PURPOSE: This Request for Information (RFI) is an effort to conduct market research for use in formulating an acquisition strategy to obtain a web application for career services and networking support for the Marine Corps' Marine for Life (M4L) system. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry capabilities and solicit feedback for acquisition planning purposes. The qualifying NAICS Code is 511210 with a size standard of $25.5 Mil. BACKGROUND: The United States Marine Corps requires an electronic network solution in order to facilitate employment, education, and community resource opportunities for over 35,000 Marines transitioning to civilian life annually. The way forward for the Marine Corps is to leverage existing commercial Off-The-Shelf (COTS) technology in order to provide an interim capability prior to the implementation of a Department of Defense (DoD) solution expected to come on line within the next three (3) years. CORE OBJECTIVES: Below sets forth the functionality and capability of the network solution required to support the Marine for Life Electronic Network requirements: • Provide an Off-the-Shelf electronic network system that acts as a conduit to connect transitioning Marines, their spouses, and other authorized patrons with employers seeking to hire veterans and military spouses. The network must connect patrons with educational, employment, and other related resources available to veterans. • User friendly interface with "LinkedIn" like capabilities (create profile, post resumes and documents, filter searches for both job seekers and employers, allow employers to post job opportunities, military skills translator, links to additional national, regional, and local resources, manage administrative permissions, verify user eligibility, automatic profile matching with applicable employers and opportunities, etc). • Capable of being configured to meet Marine Corps requirements. • Capable of storing and exporting information for USMC use only (information must be secure and cannot be sold to third-party entities). Information must be transferable to a future DoD electronic network platform using an industry-standard format (information must be in a non-proprietary format). • Includes a case management system to assist Personal and Professional Development (P&PD) staffs with administration of transition and employment services. • Contractor must be capable of providing website maintenance and support for the electronic network including user support and server hosting of the system. INSTRUCTIONS: Responses to this RFI shall not exceed fifteen (15) pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the above objectives; (2) Two customer references describing similar efforts; (3) Commercial published product/labor categories and rates used by respondents for similar products/services (this does not count against the 15 page limit); (4) Link to respondent's General Services Administration (GSA) contract or attached file of same, if applicable (product or service must be 100% available from the offered schedule), and (5) Other material relevant to establishing the core competencies of the firm. No solicitation documents exist at this time. The Marine Corps is neither seeking proposals nor accepting unsolicited proposals, and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
