- This Request for Information (RFI) announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this RFI announcement. The Department of Labor (DOL), on behalf of the Office of the Chief Financial Officer (OCFO), intends to procure Cyber Security and IT Services to assess, monitor, respond, and remediate applicable security controls and policies as defined by the Office of Management and Budget (OMB), National Institute of Standards and Technology (NIST), the Department of Labor (DOL), and the Office of Chief Information Officer (OCIO) Security. Only small businesses are to submit capability packages. Capability packages must be submitted by 1:00 PM/EST, November 8, 2013. Interested small business concerns in NAICS code 541513 with a size standard of 500 employees are encouraged to submit their capability packages. The capability packages for this RFI market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in this RFI. Capability packages must not exceed 20 pages; responses to questions should not exceed 500 words per question and must be submitted electronically via email to Ms. Marisol Krist, email: krist.marisol@dol.gov and Ronald Jordan, email: jordan.ronald.j@dol.gov no later than 1:00 PM/EST, November 8, 2013. All interested parties must outline their experiences in the following questions: 1.Task One (1) Application CyberSecurity Assessor Have you performed projects where you provided FISMA compliance support utilizing Cyber Security Assessment & Management tool? If so, identify contract/agreement number. These contracts should include tasks and deliverable produced through using CSAM as a system of record for reporting overall FISMA compliance. Have you performed projects where you provided FISMA compliance support for cloud or shared systems? If so, identify contract/agreement number. These contracts should include the support role and requirements that supported a federal agency FISMA compliance regime and service provider oversight. 2.Task Two (2) Information Technology Auditing Have you performed projects where you provided FISCAM and/or FISMA audit support for financial related information systems? If so, identify contract/agreement number. These contracts should reflect how your certified information systems auditors supported a federal agency with office of inspector general or other entity document requests, inspections, reporting, recommendations, and follow-up. 3.Task Three (3) Account and Change Management Have you performed projects where you provided support for user account management for cloud or shared systems? If so, identify contract/agreement number. These contracts should reflect the separate support roles provided to the financial business unit mission to insure record keeping, process improvements, FISCAM compliance and excellence customer services. Have you performed projects where you provided support for change and records management processes? If so, identify contract/agreement number. These contracts should include your support for change control or configuration control boards meetings, reports, records of actions and issues, process improvements, FISCAM compliance and excellent customer support. 4.Task Four (4) Network and System Administration Have you performed projects where you provided Network and Systems Administration support? If so, identify contract/agreement number. These contracts should reflect your strengths with supporting the latest Microsoft and VMware systems components operating within a local private cloud environment (virtualization of all operating systems). 5.Task Five (5) OCFO Application and Tools Support Have you performed projects where you provided database administration and programming for Oracle data base management systems and Oracle applications? If so, identify contract/agreement number. These contracts should reflect domain knowledge in financial transactions, account management, configuration control, and application data managed within the database. Have you performed projects where you provided web and application development, testing, operations and customer support for financial related transactions and information? If so, identify contract/agreement number. These contracts should include experience writing web and applications that operate on Microsoft systems and Oracle databases. 6.Task Six (6) OCFO Program Support Have you performed projects where you provided program and project management support. If so, identify contract/agreement number. These contracts should include project management support in planning, organizing, motivating, and controlling resources to achieve specific goals such as Resource Planning and Analysis; Budget Forecasting; Budget Analysis; Budget Operations; Spend Plan Formulation and Analysis; and Continuity of Operations Planning (COOP).
