Description
1. BACKGROUND: This is a Federal Supply Schedule Sources Sought Notice. This is NOT a solicitation for proposals, Quotation abstracts, or quotations. This notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government, nor is an RFP available. The US Department of Veterans Affairs (VA) Philadelphia VA Medical Center is seeking a Contractor to offer comprehensive neurophysiology services for operative procedures. The Contractor's group performing services will be responsible for a full spectrum of direct intraoperative monitoring, analysis, and reporting of findings to surgical staff as well as documentation in the patient medical record. Contract will monitor and provide intraoperative feedback during the actual performance of the procedure; such 'real time' feedback, will be delineated in the Contractor's technical and logistical approach. The services performed by the contractor will be monitored for quality of patient care by the Philadelphia VA Medical Center Chief of Staff. 2. QUALIFICATIONS: A.PHYSICIANS- DABNM Diplomate status from the Diplomate, American Board of Neurophysiologic Monitoring is required. B.NEUROPHYSIOLOGISTS 1.Neurophysiology staff may have an MD degree or a Ph.D. in a division of the neurosciences, and be eligible for clinical privileges at the Philadelphia VA Medical Center. 2.DABNM Diplomate status from the Diplomate, American Board of Neurophysiologic Monitoring is required. C.NEUROTECHNOLOGISTS 1.Technician staff will have completed a bachelor's degree in a scientific field with an emphasis on mathematics, physics or closely related field. If the technician possesses a bachelor's degree in a scientific field but lacks an emphasis in math, physics or closely related field, then a minimum of 2 years' experience in related physiology fields may be substituted. 2.CNIM certification from American Board of Registration of Electro-encephalographic Technologists is required. 3. EQUIPMENT: A.The Philadelphia VA Medical Center will not procure, or provide separate compensation for Contractor's use of, any equipment required to perform services under this contract. Contractor may utilize existing* Philadelphia VA Medical Center monitoring equipment and software, or may provide and utilize its own equipment and software if preferred, so long as its efficacy and reliability can be evidenced. B.If software other than NeuroNet is required, the Contractor will provide at no additional cost to VA. The Philadelphia VA Medical Center will provide hardware and expendable supplies used in the Philadelphia VA Medical Center operating room. *Existing system by Computational Diagnostics Inc; information at www.cdi.com/neuronet 4. DOCUMENTATION: A. A final report regarding the neurophysiologist's impression shall be provided to the surgeon at the conclusion of each case. Reports of intraoperative findings are required to be entered into the electronic patient record within 14 days of each case. B. The contractor is responsible for utilizing the Computerized Patient Record System (CPRS) in Veterans Health Information Systems and Technology Architecture (VISTA) at the Philadelphia VA Medical Center. Access and training will be provided to the Contractor. The contractor will be expected to use the system since CPRS will be the sole means of patient record keeping. Record keeping should ensure compliance with applicable JCAHO and VHA requirements to include data entry into CPRS by attending physicians for documentation of medical records. It is anticipated that the period of performance shall be between 12 months from date of award with possible option years. Interested sources must provide: a) A capability statement demonstrating relevant experience, skills, education and ability to fulfill requirements above. The capability statement should contain enough detail for the Government to make an informed decision regarding capability; however the statement should not exceed 10 pages. b) The statement must identify the responder's GSA schedule number with expiration date, business type and size, DUNS number, NAICS code, along with technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail address. All capability statements must be submitted electronically no later than 1:00 PM eastern standard time on Friday, 8 November 2013 to Wayne Geschwindt, Procurement Analyst, at wayne.geschwindt@va.gov. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
