- Notice of Intent to Sole Source SPLA Training and Advisory Team (TAT) Synopsis This is a NOTICE OF INTENT for the Government to award a Sole Source contract for commercial services of SPLA Training and Advisory Team (TAT) on behalf of the Department of State's Bureau of African Affairs Office of Regional and Security Affairs (AF/RSA), USSESSS, and the U.S. Embassy in Juba. This award will serve as a bridge so that a gap of services does not occur while a recompete is conducted. The estimated period of performance is six (6) months with two (2) optional periods of 3 months. The total performance shall not exceed 12 months. The TAT shall be in-country by 1 November 2013. The Mobilization period needs to include any medical requirements and/or acquiring of visas for personnel. The contractor shall be allowed a one-week transition period; the contractor shall ensure the program and personnel are up and running by 7 November 2013. This contract will be under NAICS code 562910 to USIS International Inc. 7799 Leesburg Pike, Suite 400 S, Falls Church, VA 22043. This requirement in accordance with authority citation, 41 USC 253(c) (1), and Federal Acquisition Regulation Part 6.302-1 - Only one responsible source as no other supplies or services will satisfy agency requirements. Primary work shall be performed in Juba, South Sudan at the SPLA General Headquarters (GHQ) with occasional travel throughout South Sudan, as required. The Training and Advisory Team's permanent duty station will be Juba, South Sudan. THIS IS NOT A REQUEST FOR PROPOSAL, however, all responsible sources may submit a capability statement which shall be considered by the Department. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
