Description
SOLE-SOURCE Notice. This is a notice concerning an intended SOLE-SOURCE award. The Disability Research Center (DRC), in the Office of the Secretary in the U. S. Department of Transportation (DOT), needs a reliable contractor-company to provide----for DOT employees stationed at the Volpe National Transportation Systems Center in Cambridge, Massachusetts, and for certain non-DOT employees, by agreement with the US Coast Guard, in New London, Connecticut-----interpreting services for individuals who are deaf or hard of hearing. DOT intends to award a Blanket Purchase Agreement (BPA) to some company for that purpose. It is estimated that the Period of Performance for that contemplated BPA would run from approximately December 1, 2013 through November 30, 2018. It is estimated that the BPA would have a value of about $150,000 per year. DOT is not planning on paying any long-distance travel-costs to the contractor in connection with the performance of that BPA, and the contractor's interpreting staff-members will need to be available to perform particular interpreting-assignments on short notice, so it is probably necessary that the contractor-company's interpreting-staff-members actually live near Cambridge, Massachusetts or near New London, Connecticut, and it is desirable that the contractor- company be located near Cambridge, Massachusetts or near New London, Connecticut, as well. After having diligently searched for contractor-companies who are positioned to efficiently and effectively provide such interpreting services, DRC has found only one firm: Partners Interpreters, LLC, which is located at 500 E. Washington Street, Suite 34, North Attleboro, Massachusetts 02760-6303. Therefore, DOT intends to award such a BPA to Partners Interpreters on a sole-source basis (i.e., without obtaining any competition), unless one or more other firms prove their suitability for the interpreting project by submitting a convincing Statement of Qualifications to DOT in response to this Special Notice. Any such Statement of Qualifications shall be e-mailed to james.mowery@dot.gov and to trish.day@dot.gov, and to jonni.burnham@dot.gov, so that it reaches at least one of those three e-mail addresses not later than 11:59 PM Eastern Time November 8 th, 2013.
