Description
The U.S. EPA's NVFEL intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with The Mathworks, Inc. for the renewal Matlab/Simulink licenses. Matlab and Simulink are proprietary programming and modeling computer software programs that are only sold by The Mathworks, Inc. These programs are used by the NVFEL engineers to program and design engine control units. Furthermore, these software programs are also used to design and implement hardware-in-the-loop (HIL) and full vehicle modeling systems. NVFEL has invested time and resources into the utilization of this software. Only Matlab and Simulink possess the functionalities of the software to integrate seamlessly with the existing in-house software, programming infrastructure, and existing test data. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm that believes it is capable of meeting the NVFEL's requirement may submit technical documentation to attempt to establish the potential of complying with the specifications. Such documents must be submitted within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon the responses to this notice will be considered solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The applicable NAICS code is 511210. Written requests should be submitted via email to Noah Goldberg at Goldberg.noah@epa.gov. No telephone requests or request by fax will be honored.
