- FA5707-14-R-0002 Pages 2-32 FA5707-14-R-0002 Page 1 Customs clearance waiver from the Kyrgyz Ministry of Finance (English) Customs clearance waiver from the Kyrgyz Ministry of Finance (Russian) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included within this notice. This announcement constitutes the only solicitation; information is being requested and a written solicitation will not be issued. The reference number for this procurement is FA5707-14-R-0002 and is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 511130. This project is a collaborative effort between the 376th Air Expeditionary Wing (AEW) Theater Security Cooperation (TSC) Division, the United States Embassy to the Kyrgyz Republic, the United States Peace Corps in the Kyrgyz Republic, Lingua School, the Kyrgyz Ministry of Education (MoE), the Kyrgyz Academy of Education and the Kyrgyz Academy of Science to procure English language textbooks, workbooks, and teacher manuals for children in the selected grade levels throughout the country of the Kyrgyz Republic. Supplying the country's primary schools with sets of learning materials that have a thorough and consistent methodology will provide a dramatic lift to the effectiveness of English language teaching. In addition, this project seeks to assist economic growth opportunities to businesses within the Kyrgyz Republic. As such, prospective offerors must afford firms in the Kyrgyz Republic the maximum amount of subcontracting opportunities practicable throughout the life of the project. See attached solicitation document for more information. Shipping and Delivery: All shipping and delivery costs (FOB Destination) shall be included in CLIN 0004. Place of delivery for acceptance is Lingua School, 204 Abdrakhmanova Street, Bishkek City, Kyrgyzstan 720040. The following FAR clauses and provisions are in this acquisition: FAR 52.215-1 Instructions to Offerors - Competitive Acquisition (Alt II); Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will award a single contract resulting from this solicitation to the responsive responsible offeror whose proposal conforms to the solicitation and will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate quotes: Price and Technical. Please refer to attached document for all FAR provisions and clauses applying to this solicitation. Offerors shall include completed copy of FAR 52.212-3 Offeror Representations and Certifications. Quotations must be received by 26 November 2013 - 1200 Local Manas, Kyrgyzstan time.
