- Description
- The principal NAICS code for this requirement is 541310 - Architectural Services. The small business size standard for this acquisition is $7 million; this requirement is being conducted as a Veteran Owned Small Business set aside pursuant to FAR part 19.502-2. The Grand Coulee Power Office of the Bureau of Reclamation intends to award one contract for professional engineering services in the state of Washington. The purpose of the contract is to provide conceptual planning and design services for a new Bureau of Reclamation fire station. The result of the contract will provide Reclamation with the following information: "Proposed optimal building site location, which shall be on Reclamation property. "Proposed square footage requirements "Proposed building materials to be used "Site preparation requirements needed to make the building LEED Platform Certified The fire station design shall at minimum include apparatus bays, apparatus bay support and vehicle maintenance, administrative and training areas, and residential and living areas. The fire station should be flexible and able to evolve with firefighting technology. The fire station shall use an integrated approach to the planning and design to minimize the energy consumption and optimize the life cycle of cost renewable energy possibilities, pursuant to Far part 23.2. The planning and design shall consider a practical combination of site selection, orientation, energy conserving building envelope technologies, energy efficient lighting, and occupant sensing controls, variable frequency drives for motors and exhaust fans, and high efficiency HVAC systems to achieve this goal. The fire station shall comply with applicable NFPA and OSHA Regulations for Fire Station Safety and Health and standard Federal, State and Reclamation Standards and Regulations. The fire station design must also comply with all applicable Americans with Disabilities Act (ADA) requirements. Selection Criteria: 1. Professional staff qualifications, including education, work experience, and registration status of personnel and an adequate number of professional staff knowledgeable in the specific areas described above. The lead Architect shall have a minimum of one year's experience with Leadership in Engineering and Environmental Design Accredited Professional Building Design Plus Construction (LEED AP BD+C). 2. Specialized experience and technical competence in the planning and design of LEED compliant Fire Stations that minimize energy consumption, and comply with all regulations referenced above. 3. Demonstrated capability which reflects the capacity to accomplish the work in the required time, including adequate technical and physical resources. 4. Past performance history shall demonstrate successful performance for both Government and private industries and shall demonstrate effective cost control, quality of work, and compliance with performance schedules. Past performance shall also be relevant to the planning and design of an energy efficient fire station that also meets or exceeds the required laws and regulations pertaining to NFPA, OSHA, and ADA. Firms that are classified by the Small Business Association (SBA) as a Veteran Owned Small Business (VOSB), that are qualified in providing the professional services of the type(s) listed above are hereby invited to submit: Standard Form 330 (SF 330), "Architect -Engineering Qualifications" Part I and SF 330 Part II. An Adobe Acrobat version of the SF 330 is available at www.gsa.gov. When preparing your submission, all offers are cautioned to be sure and consider all aspects of each evaluation criteria. Additional sheets may be used to address all evaluation criteria relative to the required services. Following the initial evaluation of the qualification and performance data submitted, discussions will occur with firms considered to be the most highly qualified to provide the services. Negotiations will occur beginning with the most preferred firm in the final selection. If a mutually agreeable contract can be reached then award will be made, if not, then the negotiation with that firm will be terminated and the next most preferred firm would be contacted for negotiation.
