- Whidbey Island Seaplane Base Pier The United States Transportation Command (USTRANSCOM) is seeking information on industry capabilities and potential sources for transportation of military owned fuel by barge in the Puget Sound area. This announcement constitutes a Request for Information only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The government will not make an award on the basis of this Request for Information. GENERAL DESCRIPTION OF SERVICES: The general scope of services: Transportation of Department of Defense-owned bulk Jet fuel: UN1863, Fuel, Aviation, Turbine Engine,3, III by barge for loading and delivery in the Puget Sound area. PERFORMANCE REQUIREMENTS Loading: Loading location will be Shell Refinery, Anacortes, WA. Delivery: Delivery to Whidbey Island Seaplane Base Pier Hours of Operation: Contractor supplied equipment and crews shall be available exclusively to the Government at all times, 24 hours per day, 7 days per week, for transporting cargo to and between the points stipulated or as may be directed by the Government. Barge: 25-35 Mbbls Period of Performance: Anticipated start date of August 2014 through July 2015 with the possibility of 2-3 one year extensions. USTRANSCOM encourages all interested companies to submit a response to the following: 1. Are you currently operating in the area? 2. If not, would you be willing to reposition a barge to the area? 3. Are there any limits to your company's capabilities to perform? 4. Provide the business size of your company using NAICS 483211: (Small busines is less than 500 employees; large business is more than 500 employees) 5. Are you a VISA participant?
