- The Department of Veterans Affairs is conducting a MARKET RESEARCH SURVEY to obtain information to determine the availability of suppliers, transmission facilities, equipment, materials, maintenance, test equipment, and design layout needed to perform and provide local access and transport services and functions at the designated demarcation point. These services shall include any special items, equipment, wiring or infrastructure to ensure the contractor's solution is compatible with the government's current infrastructure. The contractor is responsible for troubleshooting and maintaining the operation of the circuit up to its termination point. The contractor shall follow all Federal Communications Commission (FCC), Public Utilities Commission (PUC), Veterans Affairs (VA), and industry standards for this requirement. The contractor must be registered with the FCC and/or PUC to provide data services for VA facilities located in Sacramento, CA, as well as provide evidence of their certification by the affiliated state's Public Utilities Commission to provide the required services. The NAICS code is 517110, 1500 employees. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Business name, address, point of contact name, phone number, and e-mail address. 2) Business type, business size, and company's DUNS/CAGE numbers. 3) Brief capability statement (not to exceed five pages). The Capabilities Statement for this sources sought is not expected to be a Request for Quote, nor does it restrict the Government to an ultimate acquisition approach, but rather a short statement regarding the company's ability to provide the services shown above and in the draft Statement of Work attached. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s.) AT THIS TIME NO SOLICITATION EXISTS. (DO NOT REQUEST A COPY OF THE SOLICITATION). A FUTURE NOTICE WILL BE POSTED WHEN THE SOLICITATION WILL BE RELEASED. STATEMENT OF WORK (DRAFT) 1. GENERAL REQUIREMENTS 1.1 The Contractor shall provide all transmission facilities, equipment, materials, maintenance, test equipment, and design layout needed to perform and provide local access and transport services and functions at the designated demarcation point. These services shall include any special items, equipment, wiring or infrastructure to ensure the contractor's solution is compatible with the government's current infrastructure. The contractor is responsible for troubleshooting and maintaining the operation of the circuit up to its termination point. The contractor shall follow all Federal Communications Commission (FCC), Public Utility Commission (PUC), Veterans Affairs (VA), and industry standards for this requirement. 1.2 The Telecom Business Office (TBO) is responsible for telecommunications activities listed in Appendix A. After services are authorized by the work orders against the bulk funded order, the Program Manager (PM), shall coordinate with the contractor prior to the installation, removal, expansion, and/or change out of equipment. 1.3 The Government will provide floor space for the installation of the Contractor's provided transmission equipment. The floor space shall be limited to accommodate Contractor-provided relay rack(s), 19 to 23 inches wide by 7 feet tall, as ceiling height permits at each designated demarcation. The Government will provide adequate wall space should the contractor not require floor/rack space. The Government will provide electrical power and room environment for the installation of the Contractor equipment. When additional rack space, floor space, or wall space is required to support Government requirements, the Contractor shall coordinate with the PM. 1.4 The Contractor shall provide all labor, management, tools, material, and equipment to perform all requirements of individual Orders. 2. LOCAL EXCHANGE CARRIER (LEC) SERVICES Installation and Cutover. The Contractor shall perform a site survey of the installation as coordinated by the PM. The contractor shall develop an installation and cut over plan and submit it to the PM within 15 calendar days of the work order. The Contractor shall coordinate the on-site installation and cutover with the PM. Installation, circuit assignments, all possible/applicable testing, records' management, cutover and Government acceptance shall be completed no later than (NLT) thirty (30) days after the work order is placed. It is the contractor's responsibility to resolve any problems associated with these efforts. 3. LOCAL EXCHANGE SERVICE CIRCUITS 3.1. Point-to-Point Circuits. Refers to a connection restricted to two endpoints. A traditional point-to-point circuit is a communications medium with exactly two endpoints. The host equipment at either end has to take full responsibility for formatting the data transmitted between the two end points. Point to Point circuits will not extend beyond the Local Access and Transport Area (LATA) or state line boundary. 3.2. Bit Rate Interface (BRI) Circuits. BRI (128 - 256 - 384....512kb) and/or any circuit provisioning to include 1.54T-1 must meet the end equipment requirements for our base multi-functions to connect and operate at layer 1 and layer 2. Most circuits provisioned today come in 2-wire-line BRI (128kb each) - usually utilized for local video support. BRI traffic (as with any locally received commercial circuits) is sent out to our serviced customer on dry cable pair to the end-device. Past practices from local Telco, we receive new circuit on d-mark located at the main central office frame (MDF) - from there our techs will x-connect out to our cable plant and wire customer jack to Registered Jack (RJ)-45, RJ-48C as applicable. 3.3. Transport Services. The Contractor shall provide local exchange transport channel services as specified in the order. Local transport channel services include transport channel termination and transmission support, as applicable, for analog lines, Integrated Services Digital Network (ISDN) lines, High Capacity Digital Subscriber Line (HDSL), Digital Signal level 1 (DS-1), DS-3, OC-3, and may be expanded to Optical Carrier (OC)-12, OC-24, OC-48, and higher bandwidth where applicable. 3.4. Circuit Termination Circuit termination at the Government installation includes the Main Distribution Frame (MDF) for analog signals, metallic cable pairs, Digital Signal Cross-Connect (DSX)-1 patch, cross connect panel for T-1 circuits, DSX-3 for electrical T-3 circuits, fiber optic patch and cross connect panels for optical interface equipment such as the optical carrier or SONET systems, optical multiplexer equipment, and may extend to Category (Cat) 5/6 RJ-45 jack fields if directed by PM to ensure adequate hand off of the circuit to the government. Other wall-mounted, punch-down, terminal blocks are used for isolation and termination of Contractor metallic facilities. The Contractor shall ensure that all circuits are clearly tagged in a permanent manner with the circuit identification number or telephone number assigned to the circuit, and the work order number. The contractor shall be responsible to provide all equipment, facilities and wiring up to the government demarcation point as specified in the order. 3.4.1. High Data Rates. The Contractor shall properly terminate digital circuits to the Contractor provided DSX-1, DSX-3, or fiber optic patch panel. 3.5. Circuit Testing. The Contractor shall provide the test results to the PM after a new circuit is tested, approved, and activated. The parameters of the circuit characteristics shall be documented in the Customer Service Records. 4. DEMARCATION 4.1. Circuit Extension. The Contractor shall provide circuit extension of a local communications service or circuit beyond the established base demarcation to a user designated termination point off base when required by the government. 4.2. Circuit Termination Circuit termination shall include termination hardware required to extend a circuit to a user location off base demarcation point. 4.3. Contractor Owned/Leased Transport Cable. When Government cable is not available, the Contractor shall provide the circuit transport mileage by using the existing cable, either owned or leased from a third party. Mileage measurement will be based upon ¼ of one mile increments. 4.4. Contractor Equipment and Cable Installation The Contractor shall provide and install transmission equipment and cables for local exchange access and transport service circuits to the Government provided floor space at the base demarcation location(s). The Contractor shall coordinate with the PM for compliance with local procedures and requirements for equipment and cable installation. The Contractor shall install equipment and cables in accordance with national and local safety codes. The Contractor shall be responsible for wiring and connecting to Government provided power connection points, ground master connection points, and termination frames for terminal blocks. The Contractor shall coordinate with the PM for installation details. All new cable installations will be either underground or direct buried (i.e., NO aerial installations). Replacement of existing cable may be either underground, direct buried or aerial at the discretion of the PM. 5. RESTORATION OF SERVICE AND MAINTENANCE The Contractor shall respond and restore service outages. From the time of receipt of the notification, the Contractor shall respond within the time limits as indicated below to discuss the outage issue. 5.1. Severity Level A - Major Impact. A Major Impact means a business impacting function or service is not available such as loss of dial tone, inability to dial 911, or inability to receive a call on the circuit due to service outages. This also includes inability to receive or transmit data or access critical medical systems due to circuit impairment. The Contractor shall respond to all Severity Level A problems within four (4) business hours. Notifications shall be provided to VA local point of contact as identified by Order, at a minimum every business day via telephone or more frequently as time permits. Service must be restored or minimized to Severity Level B within 24 hours of the notification of major impact and not return to major impact for seven (7) days or it will be considered a continuation of the original service impact. 5.2. Severity Level B - Minor Impact. A Minor Impact means VA's workflow is not seriously affected or limited as defined in 5.1 The Contractor shall respond to all Severity Level B problems within one (1) business day. Notification shall be delivered either by telephone or via email to the appropriate VA local point of contact as identified by Order. This includes all telephone service and deregulated broadband service. Service must be restored or minimized to Severity Level C within 72 hours of the notification of minor impact and not return to minor or major impact for seven (7) days or it will be considered a continuation of the original service impact. 5.3. Severity Level C - No Impact. Response times may vary for Severity Level C support depending on the project work associated with the request not to exceed 14 days. These should be reported to the appropriate VA point of contact as identified by Order. 5.4. Exceptions- During scheduled maintenance of the voice or Data system, the Contractor shall notify VA within three (3) days of the maintenance window and describe in detail how long and to what level of degraded service is to be expected. The Contractor shall obtain approval in advance from the appropriate VA point of contact as identified by Order before scheduled maintenance occurs. The voice service shall not be considered to be unavailable for any outage that results from any maintenance performed by the Contractor as defined by the following three exceptions: a. VA is notified at least three (3) days in advance of outage or service degradation; b. During the installation period; and c. Any problem beyond the demarcation point not caused by the Contractor. 6. CONTRACT MANAGEMENT 6.1. Meetings. The Contractor's project manager shall be available from Monday to Friday, between 8:00 am to 4:30 pm local time, to meet the Program Manager for technical interchange as needed. A meeting will be scheduled within ten (10) business days for a routine service requirement. 6.2. Support. The Contractor shall assist Government representatives with testing and implementation of a new service circuit or expansion to existing circuits. The Contractor shall cooperate with the PM or other Contractors who may be interconnecting with other related services. When expansion services entail Contractor support that requires additional equipment or testing to activate a circuit, the Contractor shall develop the installation and activation plans with the PM. 6.3. Point-of-Contact The Contractor shall provide a 24-hour point-of-contact telephone number for the notification of telephone/circuit outages and services.911/E911 Services 7.
